The Project will include development of 2 hydropower subprojects at Erlongshan and Dagushan sites for a total of 110 megawatt (MW) capacity; annual electricity generation of 450 giga watt-hour (GWh). Under the PPTA, the consultant will (i) review, optimize and upgrade the feasibility report; (ii) verify that the proposed project is a least-cost option for capacity addition in the Hexi power grid; (iii) identify measures to improve the rural electricity supply in project area; (iii) prepare outline bid documents for procurement of plant and equipment; (iv) identify potential for carbon emission reduction under Clean Development Mechanism (CDM) and other incentives available under Global Environment Fund (GEF); (v) examine policy issues that will accelerate and streamline hydropwoer development in Gansu Province; and (vi) prepare a project loan proposal for ADB consideration, including the necessary documents under the safeguard policy.

International (i) a hydropower expert (1 person month); (ii) social/poverty specialist (1.5 person-months); and (iii) an economist (1.5 person months) B. Domestic (i) a hydropower expert (2 person mos.); (ii) social/poverty specialist (3 person mos); (iii) an economist (2 person mos); (iv) a financial analyst (2 person mos); (v) an environmental specialist (1 person mo). For the second part of TA activities, ADB will recruit a consulting firm using the bio-data technical proposal through QCBS process. The following experts will be required in the second part. A.
