Project Rationale and Linkage to Country/Regional Strategy | The ADB operational strategy in the PRC aims to help the country achieve economic growth in an efficient, equitable, and sustainable manner. In the energy sector, the ADB strategy supports the Government's energy development program aimed at expanding energy supplies and promoting energy conservation and end-use efficiency. ADB strategy for the environment sector and power subsector focuses on strengthening the legal and regulatory framework for sustainable environmental management, supporting the utilization of economic and other measures to ensure sustainable utilization of natural resources, and promoting the use of cleaner technologies. The ADB poverty reduction strategy for the PRC envisages a range of measures including providing goods and services directly to the most vulnerable members of society and promoting sustainable growth. Therefore, the proposed Project will support the PRC and GGP development priorities and is consistent with the ADB environment strategy and objective of poverty reduction. | ||||||||

Status of Implementation Progress (Outputs, Activities, and Issues) | Tranche 1 and 2 of the Guangdong Energy Efficiency and Environmental Improvement Investment Program (Guangdong Energy Efficiency Power Plant) have been successfully implemented. The PRC will submit the third periodic financing request (PFR3) in the first quarter 2011. In view of this, the closing date of the PPTA was again extended to 30 June 2011 to assist in the finalization of the tranche 3 documents. |

The domestic consultants will include (i) a private sector development specialist, (ii) an energy economist, (iii) an environmental specialist, (iv) a social and resettlement specialist, (v) a financial analyst, (vi) an institutional specialist, and (vii) an evaluation and monitoring specialist. An estimated total of 37 person-months of consulting services will be required: 8 for international and 29 for domestic services. |
