The TA will strengthen the capacity and capability of employment services to meet the needs of a large number of rural-urban migrant workers. The TA's purpose is enhanced understanding of the issues and measures needed for improving employment services at central and local government levels.
TA outputs include the following:
(i) main report on strengthening employment services for migrant workers, including an assessment of current capacity and coverage, an assessment of future needs during the 11th Five-Year Program and beyond, and recommendations on capacity of strengthening needs (facilities, staffing, information systems, etc.), and efficiency improvements including staff training, increasing the role of the non-state owned sector, etc.
(ii) specific technical reports on key aspects for strengthened employment services, which may include information systems,; staffing and staff training; and improved vocational guidance for rural migrant workers.
