|Consulting Services||An international consulting firm in association with national consultants will be engaged in accordance with ADB's Guidelines on the Use of Consultants (2007, as amended from time to time). The selection and engagement of the international consulting firm will be done through quality and cost based selection (QCBS) using simplified technical proposal. The QCBS weighting will follow the standard quality cost ratio of 80:20. The TA will provide a total 55 person months (pm) consulting services (17 international and 38 national pm). Experts will be drawn from the fields of educational system development, quality and relevance assurance, education finance, institutional capacity development, ICT, textbook production and distribution, ethnic minority and gender, and Conditional Cas Transfer.|
