Viet Nam : Support for Health Systems Development Program
The intended impact of the Program is to accelerate the attainment of improved health outcomes through strengthened health systems. The program will support key policy development and associated investments in one or more of the following areas: (i) human resources, with a focus on planning for and monitoring workforce needs, providing in-service training, and examining workforce distribution; (ii) health financing, particularly capacity for administering the health insurance system; and (iii) health service provision, with a focus on systems that improve the quality and financing of services and associated monitoring and evaluation processes.

Description | The intended impact of the Program is to accelerate the attainment of improved health outcomes through strengthened health systems. The program will support key policy development and associated investments in one or more of the following areas: (i) human resources, with a focus on planning for and monitoring workforce needs, providing in-service training, and examining workforce distribution; (ii) health financing, particularly capacity for administering the health insurance system; and (iii) health service provision, with a focus on systems that improve the quality and financing of services and associated monitoring and evaluation processes. The outcome of the TA will be a feasibility study and a design for a sector development program agreed to by ADB and the Government. The feasibility study and program design will include a policy matrix that describes technically and economically feasible policy goals and monitorable actions along with an accompanying investment component that will support policy development and implementation in selected key areas. |

During Project Implementation | A consulting firm and individual consultants were engaged under the TA. The government and stakeholders were consulted in the preparation of the program design. TA completed. The completion date was extended to 30 June 2011 to engage additional consulting services to assist the Project Team Leader and the government in the preparation of detailed costing and development of the design and monitoring framework for the additional funding provided by AusAID. In addition preparatory work for the implementation of component 3 on clincial care pathways was undertaken. |
