|Project Rationale and Linkage to Country/Regional Strategy||The proposed TA is consistent with ADB s Kazakhstan Country Strategy and Program Update (2006 2008) ADB. 2005.Republic of Kazakhstan: Country Strategy and Program Update (2006 2008). which (i) indicates that ADB will identify means of supporting sub sovereign infrastructure companies with demonstrated ability to act in a commercially viable manner and (ii) support of Rural Development which remains a key Government priority.|

PPTA Fact-finding mission has taken place during 26 Aug-5 Sep. The MOU of the fact-finding mission is expected to be signed on 5 Sep 2006.
TA requires approximately 8.5 person-months of internaitonal consulting services and 15 person-month of domestic consulting services. International cosultants will be (i) a postal services industry specialist for 2 person-months, (ii) financial services industry specialist for 1.5 person-months, (iii) cash flow modeler for 1.5 person-months, (iv) credit ratings experts for 1.5 person-months, and (v) a construction management specialist for 2 person-months. One of international consultants will be the team leader responsible for all aspects of TA implementation.
The domestic consultants will be: (i) detailed design engineer for 5 person-months, (ii) information technology specialist for 5 person-months, (iii) construction budgeting consultant for 5 person-months.
