Nepal : Rural Reconstruction and Rehabilitation Sector Development Program
The goal of the Program is to improve the living conditions and well-being of number of people in the conflict affected areas by restoring basic social infrastructure, community and public services, and livelihoods. The TA will explore opportunities for increased income to residents in conflict-affected areas by employing them in the construction of rural roads and other infrastructure.

| Project Rationale and Linkage to Country/Regional Strategy | People?s movement in April 2006 has brought major political changes in Nepal. The ceasefire is declared and Maoists are openly expressing their intention of not returning to jungle any more. While there are some doubts on the peace accords, the people?s desire for peace, democracy and better life is very strong. Therefore, all political parties, including Communist Party of Nepal (Maoist) are under extreme people?s pressure to achieve a lasting peace. As people particularly in rural areas have been affected most by the conflict, they expect sustained peace and improvement in the economic activities. The people want the Government of Nepal (the Government) to initiate rehabilitation activities immediately. The Government recognizes that failure to respond to the popular expectations in the changed political context and deliver tangible development results could jeopardize the recent gains and undermine the peace process. To address the need the Government budget for FY2007 has taken an expansionary approach and has committed to focus and invest in rural reconstruction activities. The Government requested ADB for assistance in reconstruction and rehabilitation activities during Country Programming Mission in 2006. Responding to the Government?s request, the Country Programming Mission included the rural rehabilitation and reconstruction as a firm project for 2007. This is line with the strategy of CSP 2005-2009. |
