|Description of Outcome||Assessment of the feasibility, cost, and impact of providing iron-fortified rice under the RASKIN program (Government's Rice Program for the Poor) in the project areas|
|Progress Toward Outcome||
The distribution of fortified raskin covered 50 villages (effectiveness study) and 2 additional villages (for efficacy study/nested study). The coverage in total about 55,000 HHs. Effectiveness study is on going to measure the biological impact of the intervention in reducing anemia among the poor. Strategic plan will be developed after the effectiveness study is completed, followed by intensive advocacy.
Efficacy study of the fortified rice using a local premix kernel is carried out in a school, started in August 2015 and is expected to be finalised in March 2016. A proposed extension of the project closing date is processed for its final approval based on the formal request from the GOI.

|Status of Implementation Progress (Outputs, Activities, and Issues)||
The formula of micronutrients to be added in the fortified RASKIN (subsidized rice for the poor) is completed using hot extrusion technology.
An efficacy study of the fortified rice using a local premix kernel is carried out started in August 2015 for about 6 months. The study will be in close coordination and supervision of the Bappenas, MOA and ADB.
Potential formula for commercial rice will be assessed for the scaling up strategy.
Proposed to 3 mills only due to reduce coverage. Training and all activities are cancelled until contract with BULOG is signed.
It should be an outcome of the project
Baseline study (effectiveness) will be carried out to assess communities' awareness and knowledge, as well as their consumption pattern and nutrition status by August 2014.
The endline study is expected to be finished by July/August 2015.
Some improvements of the study needs to be done and final report is expected to be finalised in October 2015.
The draft strategy for sclaing-up will be carried out in 2015-2016 (subject to approved extension). TOR has been developed, discussions are on going.Based on the baseline results, a validation test needs to be carried out.
PMU staff was rearranged in 2014. PMU extension is needed to operationalized the extended implementation of the project to Dec 2015.
Final report will be finalised in 2016 (subject to approval of extension).
|Summary of Environmental and Social Aspects|

|During Project Design||The Project will strengthen the collaboration between the public and private sector. The support of district level governments and district level parliaments will be critical in ensuring adequate future financing by local governments. The understanding and support of influential local leaders and grassroot organizations will be required to facilitate acceptance of the iron-fortified rice. The Project will collaborate with various institutions and universities such as Bogor Agriculture Institute (IPB) and Southeast AsianMinisters of Education Organziation (SEAMEO). It is proposed that an independent impact evaluation will be undertaken by an institution.|
|During Project Implementation||The Project experienced significant delays in start up as well as in implementation. Continued increase of rice price and changes from domestic production to imported premix with multi micronutrients and a higher iron concentration drove the high cost of ready-to-use premix. While based on the current distribution mechanism of RASKIN program, and capacity of BULOG to procure paddy made the operational costs even higher. As consequences, the original target of milling, blending and delivering about 24,000 tons of fortified rice for 12 months has to be reduced to 5,000 tons of fortified RASKIN for 8 months. About 50 tons of premix had been procured and blended at 1:100 with RASKIN to produce fortified RASKIN. Some minor and major changes have been proposed and approved to facilitate project implementation. Three proposed extension of the Grant closing date had been approved. The current project closing date is 31 December 2015. The EA is requesting to extend the Grant closing date to 31 March 2016 to enable the Project measuring the biological impact of the interventions, especially the efficacy of the fortified rice using a local premix kernel. OCO dept has indicated their endorsement to extend until 30 April 2016 to ensure that the study is carried out and finalised properly. Approval memo is still in the process. The EA/IA and IRM is close monitoring and facilitating the consulting firms who conducting impact studies (effectiveness of fortified RASKIN and efficacy of fortified rice using a local premix kernel) to ensure that their outputs are on track.|
|Consulting Services||The Project will require 5 person-months of international and 5 person-months of national consulting services. The consultants, with expertise in food fortification, legislation, and social marketing, will be hired individually by ADB according to its Guidelines on the Use of Consultants (2007, as amended from time to time). The consulting services requirements are: (i) rice fortification (international-2pm) (ii) fortification (international-3pm) (iii) milling and Q/A (international-3pm) (iv) legislative regulatory (national -3 pm), and, (v) social marketing and advocacy (national-2pm).|
