| Description | The objective of the regional technical assistance (RETA) is to (i) provide technical and advisory assistance to ongoing inter-governmental and national environmental initiatives (e.g. HOB, SSME, and haze); (ii) create linkages and synergies between existing environmental projects; (iii) strengthen regional policy dialogue and coordination in managing cross-border issues; and (iv) strengthen management of natural systems and resources and improve environmental quality. The RETA shall provide technical and advisory assistance by strengthening capacity to implement the aSEA regional environment program that includes support for initiatives to address transboundary haze pollution; follow-up actions of the Trinational Declaration on the Heart of Borneo (HoB) Initiative; and supporting the implementation of the Conservation Action Plan for the Sulu-Sulawesi Marine Eco-Region (SSME). It is expected that the RETA will help translate the political commitments into concrete actions and formulate a framework of regional cooperation and agenda for action. The RETA shall raise awareness for regional cooperation initiatives in environmental management, including exchange of lessons learned, good practice examples from successful case studies. It shall develop recommendations for relevant long-term sector investment needs and a roadmap for action. | ||||||||
| Project Rationale and Linkage to Country/Regional Strategy | The RETA supports the long-term strategy towards regional cooperation and integration by strengthening sustainable management of natural resources in the BIMP-EAGA as a means to achieving greater economic growth. | ||||||||
| Impact | Strengthened sustainable management of natural resources in BIMP-EAGA. | ||||||||
| Project Outcome | |
|---|---|
| Description of Outcome | Agreed design of a regional environment program for BIMP-EAGA. |
| Progress Toward Outcome | The REP design was completed in July 2009. It was formally presented during the BIMP-EAGA Business conference on 6-7 August 2009 and the 18th BIMP-EAGA Senior Officials Meeting on 6 August 2009 as part of the Natural Resources Development Cluster milestone under the 2006-2010 Roadmap. The REP was not formally endorsed by the BIMP-EAGA SOM in 2009. However, ADB continues to provide technical support to flagship initiatives such as the SSME, CTI and HOB within the REP framework to respond to the challenges of climate change through the adoption of integrated, ecosystems-based approaches. Total grant package is approximately $20 million (2010 2013). |
| Implementation Progress | |
| Description of Project Outputs | 1. BIMP-EAGA Environmental and Socioeconomic Profile - Profiling methodology to ensure data comparability across countries - Environmental and socioedonomic profile of each BIMP-EAGA country - Integrated BIMP-EAGA environmental and social profile 2. Policy and Institutional Assessment - Assessment report on BIMP-EAGA policies and plans, SSME and HOB eco-regional plans, and ASEAN haze work program. - Capacity assessment report on BIMP-EAGA and organizational mechanism for SSME, HOB, and ASEAN trans-boundary haze. - Plan for enhancing the policies and plans and institutional capacity for BIMP-EAGA, SSME, HOB, and ASEAN haze program. 3. 15-year BIMP-EAGA REP - Environmental issues identified by stakeholders, to be addressed through BIMP-EAGA. - Draft REP to guide BIMP-EAGA in responding more effectively to subregional issues. - Better consideration of environmental concerns in BIMP-EAGA investments and implementation of SSME and HOB eco-regional plans and ASEAN haze program 4. Government Support and Broad Partnerships for Action - REP submitted to BIMP-EAGA and governments for review. - REP circulated to private sector groups and NGOs for comment. - Pledges of support elicited from donor agencies. |
| Status of Implementation Progress (Outputs, Activities, and Issues) | The BIMP-EAGA Environmental and Socioeconomic Profile and Policy and Institutional Assessment have been accomplished with the REP design completed in July 2009. The main donors consulted expressed interest in the purpose of the REP, although concerned about the capacity of the BIMP-EAGA institutions to translate agreements/plans into actions on the ground. |
