Solomon Islands : Emergency Assistance Project
The Project will rehabilitate essential infrastructure that was damaged by the earthquake and tsunami in Choiseul and Western provinces, including (i) approximately 35 km of rural and town roads, along with about 19 bridges and 35 culverts, (ii) about 4 wharves and 1 jetty, and (iii) the Gizo town water supply and sanitation system. These estimates are subject to detailed damage assessments and cost estimates.

Project Rationale and Linkage to Country/Regional Strategy | ADB's country strategy and program update identifies the development of transportation infrastructure and services as one of the 2 main areas for ADB assistance. Through other projects and TA, ADB is also addressing cross-sectoral infrastructure issues and technical capacity building. Existing and proposed projects will be prioritized and sequenced as appropriate to respond to emergency, complement activities, and maximize benefits. |

Consulting Services | International and domestic consulting services will be required for (i) engineering design and preparation of bidding documents; (ii) construction supervision; (iii) project management; (iv) socioeconomic monitoring and evaluation; and (v) financial management. The Project will fund 8 person-months of international consulting services and 48 person-months of national consulting services. Consulting services will be engaged in accordance with ADB's Guidelines on the Use of Consultants. |
Procurement | Procurement under the Project, including for ADB and Government-financed packages, will follow ADB's Procurement Guidelines, with the flexible interpretation permitted for emergency assistance provided in accordance with ADB Disaster and Emergency Assistance Policy (2004) to ensure maximum expediency in implementing the recovery program. Major civil works will be procured using international and national competitive bidding procedures. Minor civil works will be procured using national competitive bidding, shopping, and community procurement procedures. |
