The project preparatory technical assistance (PPTA) for the Integrated Natural Resources and Environment Management (INREM) Project was approved on 28 July 2008. Under the PPTA, ADB provided a grant of $850,000 to the Government of the Republic of the Philippines (GOP) for preparation of the INREM Project and a Strategy and Investment Program (S&IP) for the years 2010-2020 to provide a framework and a road map for addressing the problems of watershed degradation in priority river basins of the country. On 3 September 2009, a $291,000 project preparatory grant (PPG) for the INREM Project from the Global Environment Facility (GEF) Trust Fund was approved, bringing the total financing available for the PPTA to $1.141 million.

|Project Rationale and Linkage to Country/Regional Strategy||During the country program consultations (March 2007), the National Economic and Development Authority (NEDA) of the Government of the Philippines (GOP) requested the Asian Development Bank (ADB) to consider a comprehensive program to address natural resource management related issues. Subsequently the proposed PPTA on Integrated Natural Resources and Environmental Management was reflected in the Philippines Country Operational Business plan 2007/2008.|
|Impact||The impact of the TA is to mainstream sustaining natural resource management regimes through enhancing livelihood opportunities among upland communities by embracing an integrated ecosystems approach that can facilitate conservation, sustainable resource generation capacity and equitable sharing of benefits.|
|Description of Outcome||The expected outcome is a design of a comprehensive program aimed at prioritizing investments in strategically placed critical watershed in the Philippines. The program will identify a policy and institutional framework and corresponding investment opportunities.|

|Description of Project Outputs||The PPTA will result in a feasibility study for a comprehensive watershed investment program. It will include a consolidated roadmap for rehabilitating strategically placed critical watersheds and a capacity development program for stakeholders.|

|During Project Design||Intensive consultations with various national government stakeholders (DENR, NEDA, DA and the National Power Corporation), regional DENRs, provincial units (LGUs), community based organizations and international organizations (IFAD, WB, JICA) through meetings and workshops have been conducted during project design stage.|
|During Project Implementation||
During the implementation period of this PPTA, the following activities were undertaken:
(i) The CDTA has provided assistance to the executing agency (EA), the Department of Environment and Natural Resources in establishing project and financial management systems;
(ii) The EA has been guided in the processes for advance actions for procurement and consultant recruitment;
(iii) The EA's regional offices were given training on project design, implemnetation, administrative, and technical functions;
(iv) Validation of vulnerable groups was done in relation to project risks and development of mitigating measures for identified social risks during implementation;
(v) Stakeholder workshops were conducted in the project areas for orientation on project design and implementation arrangements;
(vi) The CDTA has assisted the EA in the establishment of strategies, conducting orientations, community participation, and social mobilization with the local government units, peoples' organizations, and indigenous peoples groups in the core watershed sites.
|Consulting Services||The project was implemented in two phases, with 27 person months of international and 46 person months of national consultants inputs. This correspond to 12.5 person months of international and 10 person-months of national consulting services for Phase 1 and the remaining person months for the subsequent phase.|
