Philippines : Integrated Natural Resources and Environmental Management Project
The project will address unsustainable watershed management in four priority river basins of the country. The project will be implemented as a sector loan to institutionalize effective watershed management regimes in four upper river basins (URBs) that can be replicated across the country. The four URBs are (i) Chico River Basin in Cordillera Administrative Region (CAR), Northern Luzon island, (ii) Wahig-Inabanga on the island of Bohol, (iii) Lake Lanao Basin in the Autonomous Region of Muslim Mindanao (ARMM) and Upper Bukidnon River Basin in Bukidnon (the latter two on the island of Mindanao).

Project Rationale and Linkage to Country/Regional Strategy | The watersheds of the Upper River Basins (URBs) comprise an estimated 45% of the country's total land area, and are home to one in four Filipinos, including indigenous communities. Natural resources in URBs are the primary source for domestic energy and the local production base. More importantly, these forest ecosystems play a critical role in economic development by regulating water quantity and quality for sustaining irrigation, hydropower generation and domestic water supplies, maintaining and restoring biodiversity, and mitigating climate change through carbon sequestration. | ||||||||||||||||

Status of Implementation Progress (Outputs, Activities, and Issues) | 1a. Indicative development plans for the Chico and Wahig-Inabanga URBs were adopted by the local government unit (equivalent to around 598,614 ha). 1b. 57 out of 81 LGUs adopted the watershed management and investments plans. 1c.a GIS based database, including remote sensing information for performance monitoring established and operationalized. 1d. All the 24 watershed management councils were created under the project of which only 28% members are women. 2a. As of Jun 2020, around 79,430 ha effectively protected through community-based monitoring in four URBs. 2b. 22,2486 ha. Rehabilitated through reforestation and assisted natural regeneration. 2c. 14,307 ha. of agroforestry with community participation and 3,564 ha of commercial plantation established. 2d. 3,471 ha of conservation farming demonstration established. 2e. Income-enhancing small-scale infrastructure improvements completed 47.36 kms of rural access, 1.1 km of foot trails, and 1 provincial trading center. Awarding for communal irrigation and potable water supply (level II spring development) schemes pending issuance of water permits. 2f. 12% of the local labor for infrastructure is occupied by local rural women. 2g. 218 DENR-LED LES packages were signed with POs and 162 are operationalized. 51 DTI-led LES are with ongoing procurement until Q3 2020. 3a. 34,028 local beneficiaries trained (PO members, LGUs, DENR staff). 3b. 309 barangays capacitated across the four (4) project sites. 3c. 19 community watershed protection brigades organized and strengthened. 4. Project management and support services contracted and ongoing. |

Environmental Aspects | Project interventions in reforestation and assisted natural regeneration, forest protection, demonstrations in commercial tree plantations, and agroforestry will generate positive environmental impacts. These benefits outweigh the minimal and temporary adverse impacts, which are easily mitigated by the adoption of the environmental monitoring and management plan, and the observance of additional environmental safeguards, as outlined in the IEE |
Involuntary Resettlement | Land use zoning may result in restriction to accessible privately held, ancestral and/or communal properties, particularly for IPs impacting on their sources of food and livelihood.
