|Project Rationale and Linkage to Country/Regional Strategy||
The proposed project will address key binding constraints in the vicious cycle of environmental degradation, limited employment opportunities and rural poverty in the Agusan basin. This is consistent with the overall policy of President Aquino's social contract which envisions a country that has achieved (i) inclusive growth that is characterized by a rapid, sustained, and broad-based economic growth; (ii) creation of more jobs and new opportunities to achieve full employment; (iii) significant reduction of poverty which is reflected in the Philippines Development Plan 2011-2016 (PDP), and the Philippine Strategy for Sustainable Development under the Philippine Agenda 21. The natural resources and environment sector goals in the PDP are (i) improved conservation, protection and rehabilitation of natural resources; (ii) improved environmental quality for a cleaner and healthier environment; and (iii) enhanced resilience of natural systems and improved adaptive capacities of human communities to cope with environmental hazards and climate-related risks. Sustainable natural resources management and ecosystem biodiversity are key support areas identified in the ADB sector assessment, strategy and roadmap for the Philippines' agriculture and natural resources sector (ASR, 23 January 2011 draft).
Southern Philippines, especially Mindanao, lags behind the rest of the country significantly in most development indicators. To address the geographic inequality, ADB has had a special focus on Mindanao. The proposed project will directly address four (inadequate infrastructure, poor management of assets, land and resources, weak institutional capacity, and geographical inequalities) of the six constraints to poverty reduction identified in the 2005-2007 ADB Country Strategy and Program. The proposed project is in harmony with the ADB Philippines Country Operations and Business Plan 2009-2010 in its focus on improving rural infrastructure and environment which are core areas of operations in the ADB Strategy 2020.
|Impact||The impact will be improved and integrated water resource management with government and the community working in partnership to raise the quality and productivity of rivers and wetlands, sustain the natural biodiversity, and improve the productivity of the forest and agricultural lands in the ARB in a sustainable manner.|
|Description of Outcome||The Project will prepare an agreed design for an investment project to support improved and integrated water resource management to achieve improved quality of life for basin communities with reduced vulnerability to disasters, natural and accidental hazards, and with sustainable improvements in the quality and productivity of rivers and wetlands, biodiversity, forestlands, and agricultural lands.|

The TA will undertake the design of the investment project to improve water and natural resources management in the Agusan Basin. Project designs will focus on five components summarized as:
1. Institutional Strengthening - including (i) Organization(s) for basin management, (ii) Basin management policy development and strengthening, (iii) Community empowerment (including livelihood activities) and (iv) DSS, data and information management
2. Water Resources Management and Development - including (i) water supply and sanitation, (ii) flood control and drainage improvements, and (iii) irrigation management.
3. Environment enhancement and protection - including (i) water quality management, (ii) watershed management, and (iii) biodiversity and wetland management.
4. Disaster risk management & preparedness - including (i) strengthening preparedness for natural hazards, (ii) management and response to spills, accidents, and (iii) climate change adaptation

|During Project Design||The preparation of the TA has been strongly participatory, building on the earlier work of the Agusan Master Plan (ADB TA 4552-PHI). A program of consultations and reviews for the Master Plan proposals was undertaken during 2008 before fact-finding for the TA including workshops with local government units, regional offices of the key agencies (DENR, DPWH, AD/NIA, NCIP, and NEDA) and consultations with stakeholders. In August 2008, the outcomes of these consultations were further reviewed in a multi-stakeholder workshop held in Davao with participants from national and local government organizations, NGOs (San Antonio Concepcion Candiis Kidawa Forest Resources Development Cooperative, Conservation International, Philippines), private sector (Agusan Chamber of Commerce, Sumifru (Philippines) Corporation), and academe (Mindanao State University, University of Philippines-Mindanao, Philippine Council for Aquatic and Marine Research, Department of Science and Technology).|
|During Project Implementation||The Government has provided experienced counterpart staff, office space and utilities, data, administration and clerical services, communications and local transport within Manila for the consultants during the TA project. Various stakeholders have been consulted during the TA project implementation.|
|Consulting Services||The TA will require a total of 117 person-months (12.5 person-months of international consultants, and 104.5 person-months of national consultants). International expertise will include a regional planning and/or river basin management specialist as team leader and specialists in the fields of economics, environment and urban drainage, while local expertise will include environment, watershed management, municipal drainage, rural sociology, resettlement, surveying, solid waste management, water supply, water resources and hydrological modeling, financial management, economics, project performance assessment, database development and geographic information systems. The TA will be implemented by a team of consultants over 7 months, commencing April 2009.|
