Project Rationale and Linkage to Country/Regional Strategy | ADB has been providing assistance to D&D reforms through its Commune Council Development Project, phase 2 of which started in 2008. These projects have provided commune councils with necessary facilities (offices); capacity development for commune councilors and officials and establishment of a civil registration system. ADB Country Strategy and Program 2005-2009 and the subsequent Country Operations Business Plan for Cambodia for 2008-2010 highlights the importance of ADB's involvement in strengthening public administration reforms in Cambodia, particularly, in areas of public financial management and decentralization. Moreover, ADB can contribute strategically by providing a strong link between decentralization and good local governance on one hand, and strong public financial management in national ministries, on the other. A strong link between national priorities and plans with decentralized service delivery will enhance the effectiveness and efficiency of Government's resource utilization. In addition, it will also strengthen accountability and transparency mechanism across institutions - from national to local government institutions. | ||||||||

Status of Implementation Progress (Outputs, Activities, and Issues) | The TA has completed a Draft Manual for Functional Reviews, currently being discussed with government counterparts. A study tour of Cambodian high level officials is being organized to observe regional relevant experiences on fiscal decentralization. The TA provided advisory assistance to the drafting of the recently approved Sub-national Finance Law and to the draft regulation on the forthcoming District Development Fund. In addition, assistance is being provided to the drafting of key implementing regulations for the Sub-national Finance Law. The TA is engaging advisory assistance fopr the design of the forthcoming Sub-national Investment Facility (SNIF) and the feasibility study of the future Local Government Academy. |
