|Status of Implementation Progress (Outputs, Activities, and Issues)
TA implementation continues to progress. As of September 2014, more than 50% of funds are committed. A total of 10 individual consultants (both international and local) have been engaged so far of which 3 still have ongoing contracts. The consultants have provided technical advice and assistance to the EA on a number of areas, including drafting the Enterprise Law, preparation of the SME White Paper 2013, the expansion of PPPs to SMEs, access to finance for SMEs, and the mid-term review of the SME Development Plan 2011-2015 among others. Recruitment of the remaining consulting assignments is ongoing, including the selection of a firm to run a survey of SMEs and assistance to the regulatory impact assessment of the proposed Law in support of SMEs.
Advice has been provided to CIEM on the incorporation of corporate governance provisions into the Enterprise Law, an aspect previously omitted in this piece of legislation. The report included a number of generic recommendations and very detailed, article by article, specific recommendations on corporate governance aspects.
With TA support, the government has also completed the SME White Paper 2103. The report provides the most recent assessment of the development of small and medium enterprises in Viet Nam, identifying sector trends, geographical distribution of start-ups and overall size and employment creation patterns.
A study has been prepared outlining a strategy for the institutional development of the SME division of the Ministry of Justice, evaluating its potential role in the context of the overall institutional framework for SME access to legal services.
A team of consultants are currently working on the design of a portal on access to financial services for small and medium-sized enterprises (SMEs), to be incorporated into the Enterprise Development Agency (EAD) website. In addition, the design of a business self-assessment tool for SMEs is also underway for its hosting at the EAD website.

As discussed and agreed with MPI during the last TA Review mission in Dec 2014, a national RIA expert has been engaged last Dec 2014 to prepare the draft RIA for the Law. An international consultant on Corporate Synergy Systems has been engaged in Feb 2015. The recruitment of a survey firm that will contribute to the preparation of the Law in Support of SMEs is on the final stage of recruitment.
