The technical assistance (TA) will support institutional strengthening, capacity development, and assist Ministry of Industry, Mines, and Energy (MIME) to develop its regulatory functions. The TA will assist MIME to: (i) update its current urban water supply policy; (ii) prepare an urban water sector development strategy; (iii) develop instruments to strengthen economic and technical regulation; (iv) establish nonrevenue water (NRW) management departments at the provincial waterworks; and (v) corporatize/commercialize the provincial waterworks, granting them similar levels of autonomy afforded to Phnom Penh Water Supply Authority (PPWSA) and Siem Reap Water Supply Authority (SRWSA).

Project Rationale and Linkage to Country/Regional Strategy The objective of the Project is the improvement and expansion of the urban water supply services of public waterworks in selected provincial towns in Cambodia. The Project will assist the government to address the three core constraints identified in the ADB Country Partnership Strategy (2011-2013): (i) insufficient funds to expand coverage and improve services; (ii) weak sector planning and implementation capacity of responsible authorities at the central and sub-national levels; and (iii) inadequate (or sometimes weak) institutional and legal framework. The Project will provide new water supply infrastructure and extend system coverage, improving access to safe water and improving health and hygiene conditions. In addition, the Project will address institutional weaknesses through the development of improved institutional structures, a regulatory framework, and appropriate capacity development.

During Project Design .
During Project Implementation Workshops were held during TA implementation to present findings of the consultants. Additional consultation with stakeholders for loan processing on social and gender issues was conducted in September 2014.

Consulting Services

ADB will engage an international consulting firm (the Consultant) for 8 months under the project preparatory technical assistance (the PPTA) for the Project to prepare a feasibility study to develop the project loan for it and confirm its viability. The Consultant will provide 19 person-months (pm) of international consulting services and 32 pm of national consulting services, and will be engaged in accordance with ADB's Guidelines on the Use of Consultants (2010, as amended from time to time) and other arrangements satisfactory to ADB for the selection and engagement of domestic consultants. The quality and cost-based selection method, using the quality cost ratio of 90:10, will be followed since a high degree of technical quality is required. Simplified technical proposals will be used for the selection.

The Consultant is expected to commence its service in January 2013and will report to the Project Director of the Project Management Unit (PMU) in the Department of Potable Water Supply (DPWS) under the Ministry of Industry Mines and Energy (MIME), the executing agency for the PPTA
