Project Rationale and Linkage to Country/Regional Strategy | Viet Nam?s economy has grown at 7-8% per annum over the past decade. The traffic demand is growing at about twice the rate of GDP and this high growth rate is likely to continue beyond 2020. For the critical transport infrastructure, the Government is developing safe and high-capacity expressways network linking the main urban areas with (i) each other, (ii) less-developed regions of the country and (iii) neighboring countries. ADB has provided an expressway master plan under TA 4695-VIE: Expressway Network Development Plan Project to support transport infrastructure development by the Government. In line with the expressway master plan, the Government requested ADB to finance the Ben Luc-Long Thanh section of the Southern Regional Expressway. The section will be a southern link of the planned outer ring of the Ho Chi Minh City (HCMC) urban expressway as well as a short link of the north-south expressway in the country, and will be linked with the planned HCMC-Vung Tau Expressway. |

Description of Outcome | The Expressway will strengthen connectivity in the cities and towns around HCMC, and will provide an efficient, safe and reliable express route in HCMC and its outskirt areas. It will also help reduce road traffic concerns in the greater HCMC area, such as traffic congestion, accidents, and noise and air pollution. |

Description of Project Outputs | Together with detailed design studies to be carried out under the associated TA loan project, the TA will result in the identification of economically, technically, socially, and environmentally feasible expressway project, which will be agreed by the Government of Vietnam, VEC and ADB. Under the TA, technical feasibility analyses and assessments will be carried out, including (i) expressway alignment, (ii) cost-effective project design, (iii) evaluation of economic feasibility and financial viability, and (iv) social and environmental viability for the Ben Luc-Long Thanh expressway project. The TA will also help strengthen the capacity of VEC, as a financially autonomous infrastructure provider. |

Consulting Services | Consulting services will be undertaken by an international consulting firm in association with national consultants. About 145 person-months of consulting inputs will be required - 55 person-months international consultants and 90 person-months national. The consultants will have expertise in (i) traffic and highway engineering; (ii) transport economics; (iii) financial analysis and expressway operations; (iv) environmental impact assessment; (v) resettlement planning; (vi) social and poverty analysis; (vii) social development and gender; (viii) HIV/AIDS prevention and control, and (ix) institutional development. |
