Project Rationale and Linkage to Country/Regional Strategy

The proposed TA will develop a Project drawing from the Kyrgyz Republic s Integrated Development Plan for Issyk-Kul Zone (2006) and the Economic and Ecological Development Strategy for Issyk-Kul (2008). The Issyk-Kul Sustainable Development Project was also identified during the Joint Country Support Strategy (2007-2010) for 2008 and a resulting grant in 2009.


The impact of the PPTA and ensuing project will be improved potentials for economic growth in the region with an emphasis on the environmental preservation of Issyk-Kul.

The outcome will be an investment project for ADB financing comprising environmentally, institutionally and financially sustainable infrastructure services.

Description of Project Outputs

The TA comprises the following three outputs: (i) Infrastructure Plan for environmentally sustainable assets indicating potential output-based service delivery options; (ii) Institutional Plan for establishing an institutional, legal and regulatory framework to oversee regional development; and (iii) Financial Plan for addressing prudent financial management practices and adopting innovative financing instruments to ensure long-term service delivery sustainability.

Consulting Services
The TA will be implemented over six months from February 2009, with inputs from international and national consultants hired through a firm. International consultant inputs shall comprise 17 person-months and national consultants inputs shall comprise 23 person-months. Professionals shall include regional planners, water and wastewater management specialists, solid waste management specialists, safeguards (environmental and social) experts, social development specialist, financial analysts and economists.
