Linkage to Country/Regional Strategy To slow the rapid growth in global greenhouse gas emissions, increased investments in renewable energy (RE), energy efficiency (EE) and other clean technologies are needed. To help early-stage RE and EE enterprises access seed capital from conventional energy investors, the United Nations Environment Programme and Asian Development Bank (ADB) developed the Seed Capital Assistance Facility which will be implemented by this RETA.
