- Tranche 2 aims to improve and expand the water infrastructure in the towns of Bhagalpur and Gaya in Bihar, and assist the urban local bodies (ULB) of these two towns to ensure sustainable operations and maintenance (O&M) of the water services.
- Project Rationale and Linkage to Country/Regional Strategy
- Bhagalpur and Gaya are the two major towns with the highest economic growth potential in Bihar, after the state capital, Patna. Despite being the economic centers of Bihar, the two towns have been unable to achieve the national urban service goals or match many of the national averages for urban service delivery performance in India. Their inability to sustain water supply and sewerage services is the result of inadequate size and condition of infrastructure, mainly attributed to inadequate new investment and operation and maintenance (O&M). The water supply service in both Bhagalpur and Gaya has poor performance, in comparison with the national average and target: (i) Water supply coverage below 80%, where national target is 94-100%; (ii) water supply amount around 60 liter capital per day (lpcd) , where national target is 123 lpcd; (iii) hours of water supply around 5 hours, target to 24 hours; and (iii) metered water connection around 0, where target is 100%.

- Work is under progress at 5 CSCs and one is under finishing under the project . The target is likely to be achieved. The work will be carried out by GMC. 314.70 km of distribution pipeline have been laid. 15.15 km of transmission pipeline laid. 21,776 house connection have been already completed. The target is likely to be achieved. O&M is carried out as per instructions. O&M manual submitted by M/s SREPC has been reviewed and suggestion given but still document is not finalized. So training has not been scheduled till date but the target is likely to be achieved by the end of the project. SCADA has not been installed. Training will be imparted after SCADA installation. The target is likely to be achieved. Tariff is fixed by Government of Bihar and accordingly concerned ULB is to implement. Proposed under the procurement of Institutional Development and Capacity Building Consultancy which is under process. The target is likely to be achieved. Summary of Environmental and Social Aspects
- Environmental Aspects
- Project 2 is classified as category B for environment. All sites proposed for Project 2 in Gaya are not located within or adjacent to Eco sensitive areas. The most environmentally sensitive component of Project 2 was water intake in Bhagalpur, which is located in the middle of the 50 km Vikramshila Gangetic Dolphin Sanctuary (VGDS) which has been shifted to Bhagalpur Engineering college. IEE and EMP for the Bhagalpur water supply project is being updated by EA in line with the new intake location. IEEs with EMPs for Gaya projects were prepared in accordance with ADBs Safeguard Policy Statement (SPS), 2009.
- Involuntary Resettlement
- Project 2 is assessed to be category B for involuntary resettlement impacts. No involuntary land acquisition is anticipated for Project 2 as all sites and alignments belong to the government. The resettlement framework and indigenous people planning framework (IPPF) are updated for Project 2. Two resettlement plans and one due diligence report are prepared in accordance with SPS, 2009 and government laws.

- Project 2 is classified as category C for indigenous people impacts and no indigenous people plan (IPP) is prepared. In the event that any indigenous people issues are identified during implementation, mitigation actions will be prepared in accordance with SPS, 2009, and the IPPF.

International non-government organizations such as World Wide Fund office in India, International Union for Conservation of Nature office in India and dolphin experts were consulted during the preparation of the IEE.
