The TA will support the PRC in identifying strategic fiscal policy measures for addressing the constraints to the economic development of Henan Province. The TA will prepare a strategic report on the use of fiscal instruments for stimulating economic growth in Henan. Five background papers will be prepared as inputs to the strategic report: (i) improving livelihood of the general population and promoting a harmonius society; (ii) industrial and infrastructure development and market transformation; (iii) modern services sector development; (iv) preservation of cultural resources; and (v) fiscal strategy for export promotion. The findings of some of the studies could have wider applicability to other similarly placed provinces. Lessons from the findings of similar provincial level studies will be incorporated.

|Project Rationale and Linkage to Country/Regional Strategy||The TA directly supports ADB's Country Partnership Strategy 2008-2010 (CPS) for the People's Republic of China (PRC) through the CPS' key pillar of inclusive growth and balanced development, with focus on operations in poorer provinces and promoting integrated rural and urban development. The PRC Government suggested Henan for the study because it is one of the poorer provinces.|

|Description of Outcome||The outcome of the TA is enhanced fiscal policy for Henan Province aimed at improved access to employment and social services, rural development and restructuring and modernization of the industrial sector.|

|Description of Project Outputs||(i) Strategic report on fiscal policy program for Henan Province, including seminar/meetings for discussion; (ii) Background paper on improving access to employment, education, health and social security using fiscal instruments, including workshops; (iii) Background paper on stimulating rural development, promoting agricultural reforms and enhancing access to rural finance through fiscal policy, including workshops; (iv) Background paper on fiscal policies for reforming state-owned enterprises in the industrial sector, including workshops; (v) Background paper on fiscal policy options for promoting a resource-conserving and environmentally-friendly society, including workshops; (vi) Background paper on strengthening the fiscal management system, including workshops.|
|Status of Implementation Progress (Outputs, Activities, and Issues)||The final review workshop was held in Beijing on 6 June 2011. The Chinese version of the final report was reviewed and approved by the EA and ADB, and English translation is being carried out and will be submitted to the EA and ADB for review soon. The TA completion date has been extended to 31 July 2011, a month later than originally scheduled.|

|During Project Implementation||China Development Research Foundation, Henan Provincial Finance Bureau, Henan Provincial Development Research Center, Henan University of Economics and Law, Henan Agricultural University, Zhengzhou University, Wuhan University, Henan Provincial Academy of Social Sciences were consulted.|
|Consulting Services||The TA will recruit an International Fiscal Management Expert (3 person-months) and National Fiscal Policy/Development Experts (duration of engagement in person-months is still being determined). The consultants will be selected and engaged on an individual basis in accordance with ADB's Guidelines on the Use of Consultants.|
