| Progress Toward Outcome | There have been implementation bottlenecks and therefore progress towards outcome achievement has not been significant. A special project administration mission (SPAM) from 14-18 January 2019 agreed on major milestones that the project must meet to ensure timely completion. Some milestones are delayed and another SPAM will be fielded on 7-11 October 2019 for follow up and to discuss project directions. |

| Status of Implementation Progress (Outputs, Activities, and Issues) | PMU-USTH established on 19 October 2011. UIU established on 6 December 2011. IA arrangements being revisited in light of the change in EA. The monitoring and evaluation system is operational, with quarterly reports being submitted to ADB, weekly reports to MOET and other regular reports to Government of Viet Nam. M&E arrangements will be revisited in light of the new EA. Procurement activities are ongoing. The Management and Administrative Systems, Office of Student Services and Quality Assurance Systems were established and being operated effectively. About 219 senior managers and technical/administrative have received training The scholarship program proposal which focuses on female students, ethnic minority students and disadvantaged students was approved by ADB and being implemented. However, allocation as of 31 Dec 2019 decreased from $1 million to $0.895 million due to fluctuations in SDR. Of this amount, about 98% has been disbursed. The university council has 20 members of which 4 comes from the private sector with one female member. Of the total 55 full-time and part-time USTH academic staff, more than 50% have PhDs. | During Project Design | Upper secondary and undergraduate education age cohorts will be the potential initial stakeholders. Education decision makers, planners and managers, and university subproject teams comprising university administrators and faculty members will be involved in the project, both as the executing and implementing agencies and as beneficiaries of project activities. The private sector may also be involved in decision-making committees; program definition, curriculum design, and thesis panels; and hiring teaching staff from enterprises. Consultations during PPTA/project processing included (i) inception, midterm, and final seminars involving all the project stakeholders; (ii) a workshop involving decision makers, planners, managers, and representatives from the private sector on the specific policy and regulatory framework; and (iii) focused group workshops involving university subproject stakeholders in Ha Noi and Da Nang. |
