ADB is helping Uzbekistan improve a key highway linking the country to its neighbors in Central Asia. Tranche 3 of the program will finance the rehabilitation of about 40 kilometers of the A380 highway – which is the Uzbekistan section of CAREC Corridor 2. It will also cover improvements to facilities at Daut-Ata Border Crossing Point and community development.

Description A multitranche financing facility for the Central Asia Regional Economic Cooperation (CAREC) Corridor 2 Road Investment Program (the investment program) was approved in April 2010 for an aggregate amount of $600 million. The third tranche (Loan 2868-UZB) of the investment program was approved in June 2012 for $100 million from the Asian Development Fund. The project will lead to better connectivity and an efficient transport system along the Uzbekistan section of the CAREC Corridor 2 road. The project outcome will be the reconstructed A380 highway section and crossborder facilities with improved travel time and efficiency. The project outputs will be (i) an approximately 40 km of the reconstructed Uzbekistan section of CAREC Corridor 2 road (between Km315 and Km355 of A380 highway), (ii) improved cross-border facilities, and (iii) community development.
Project Rationale and Linkage to Country/Regional Strategy The project is a continuation of the rehabilitation of the A380 highway being funded by the CAREC Corridor 2 Road Investment Program. The project will contribute to the better connectivity and improved efficiency of the transport system along the A380 highway.

Status of Implementation Progress (Outputs, Activities, and Issues)

The civil works contractor substantially completed all major physical works and the initial taking-over certificate inspection was conducted in December 2016. The project management and construction supervision consultant contract has been extended to 31 May 2017 to accommodate other project closeout activities such as reviewing as-built drawings, drafting and finalizing project completion report, finalizing safeguard reports, and participating in the project acceptance process. Final taking-over certificate inspection is scheduled for the end of March 2017.

Rapiscan delivered stationary x-ray scanner equipment for inspection of trucks and containers for border infrastructure to the Customs Department in 2013. Installation was delayed owing to the delayed construction of the foundation by the Customs Department. The Road Fund confirmed that the installation and training were completed in February 2015.

Contract with National Community Development Specialist signed on 28 August 2015 was terminated. The Republican Road Fund awarded a new contract on 31 May 2016. Work (including public awareness campaign on gender and development issues and training needs assessment) started in June 2016 and completed in November 2016.

Environmental Aspects The Initial Environmental Examination (IEE) report has been disclosed on the ADB website. No major negative impacts are expected. Effective implementation of the Environmental Management Plan (EMP) will minimize and mitigate any adverse impacts during implementation.
Involuntary Resettlement Project 3 will mainly follow the existing right-of-way. Hence, land acquisition is relatively minimal. A total of 0.61 ha of land is being acquired (including abandoned and non-operating entities). A total of 4 affected households were identified out of which 1 is operating and 3 are non-operating. These entities are located in the desert areas along the existing road. The LARP provided compensation for lands, structures, loss on income, relocation assistance for all affected businesses/households. Payment of compensation to the affected households has been completed.
Indigenous Peoples The Project is likely to have no adverse impact on indigenous peoples.
Stakeholder Communication, Participation, and Consultation
During Project Design Discussions were held with Khokimyat authorities and key stakeholders, and public consultations with villagers, Mahalla Committees (CBO), women's groups and other interested parties. Where land acquisition and resettlement is required, household surveys and a full census of all affected persons was held in accordance with ADB's Safeguards Policy Statement 2009.
During Project Implementation Public consultations were held with key stakeholders during project implementation.
