The S-CDTA is not included in COBP 2010-11, but it is a continuation of the technical assistance which is ongoing as part of the formulation of Prog3. Description

The S-CDTA will support two of the priority areas of the Government for a smooth transition from PEDPII to Prog3: (i) improving result monitoring and reporting, and (ii) improving the capacity of the Government in fiduciary risk management.

Project Rationale and Linkage to Country/Regional Strategy

The purpose of this TA assignment was to facilitate the dissemination of Third Primary Education Development Project (PEDP3) design to gain a common understanding about the program design at all levels, including the Implementing Agency, Directorate of Primary Education and Ministry of Primary and Mass Education; and (ii) technical assistance (TA) arrangement and management to target mobilization in priority areas.

Specific tasks were to: (i) Assist the Government of Bangladesh to start up implementation and refine plan for 1 year milestone; and (ii) Assist the Government of Bangladesh in developing detailed TA management plan based on TA need assessment report.

Improved capacity and reporting for result monitoring and fiduciary risk management to facilitate a smooth transition from PEDP II to Prog3

Progress Toward Outcome The TA has recently been delegated to BRM and the TA completion date has also been extended up to 30 December 2012. In the same time, a minor change in scope to engage additional intermittent services of a national Senior Audit and Accounting Specialist has been made.

Status of Implementation Progress (Outputs, Activities, and Issues) Two international consultants, Public Financial Management Specialist and Project Design Specialist, are currently being fielded until 31 March 2012. A national consultant, Senior Audit and Accounring Specialist, for 200 working days on intermittent basis up to December 2012 has recently been engaged to support fiduciary risk management.

Consulting Services The TA will be implemented over 14 months after mobilizing the consultants, March 2011 to May 2012. The consultants will be selected and engaged individually in accordance with ADB's Guidelines on the Use of Consultants (2010, as amended from time to time) and other arrangements satisfactory to ADB on the engagement of national (up to 6 person-months) and international consultants (6 person-months), and approved by ADB and GoB.
