|Project Rationale and Linkage to Country/Regional Strategy||The TA directly supports the ADB's Country Partnership Strategy for the PRC (2008-2010) in particular, paragraph 104 and the poverty supplementary annex identify promotion of civil society-government partnerships in poverty reduction and other programs as a key ADB niche area?while building on prior and ongoing ADB TA. Under TA 4580-PRC: NGO-Government Partnerships in Village-level Poverty Alleviation, ADB is supporting the State Council Leading Group Office of Poverty Alleviation and Development (LGOP) in exploring new ways to mainstream NGOs in the PRC?s flagship grassroots poverty program: in a pilot test, Jiangxi Province is pioneering the PRC?s first-ever systematic channeling of budgetary funds through competitively selected NGOs, which work with local governments to mobilize villager participation under LGOP?s village poverty alleviation and development planning (VPADP) program. Other ADB TA is supporting the Ministry of Civil Affairs (responsible for registering NGOs) to assess international models and develop policy recommendations for outsourcing public services to NGOs. The TA will build on these in (i) refining and pilot testing improved modalities for engaging NGOs within VPADP, including an enhanced focus on capacity building for villagers; and (ii) developing mechanisms to mobilize other civil society actors (i.e., volunteers and CSR actors) within national poverty alleviation efforts.|
|Impact||The longer-term impact is reduced rural poverty, with NGOs and other civil society actors mainstreamed within more effective, responsive and well-targeted, and sustainable PA programs across the PRC.|

|Description of Project Outputs||
The lack of a supportive institutional environment along with workable mechanisms has limited the extent and efficacy of civil society's role in poverty reduction. Contributions by NGOs, volunteers, and CSR actors in the PRC have tended to be smaller than in many Asian countries, and generally disjoint from state programs. Evidence-based advocacy is also needed to support related policy dialogue. In view of these challenges, the TA's indicative components and core outputs are:
(i) Context Analysis, Mechanism Design, and Framework Formulation - Framework developed for civil society participation in national PA programs, incorporating demonstrated models and mechanisms and concrete recommendations for institutional and policy reform. Initial input reports will include analysis of opportunities to link potential support by civil society and government actors to meet needs in poor areas, while final deliverables will include a policy paper distilling key recommendations, to be reviewed at a final policy seminar;
(ii) Capacity Building for Civil Society-Government Partnership - Key capacities built among government and civil society proponents (via trainings and other modalities), and dissemination of (a) advocacy materials, and (b) guidelines and core resource materials to support post-TA replication;
(iii) Pilot Test - Successful pilot test completed, with new mechanisms proven viable in target localities. The pilot will embed lessons from TA 4580, while refining mechanisms and sharpening the role of NGOs in enhancing villagers' self-help capacities. Deliverables will include the pilot test operational guidelines;
(iv) Monitoring and Evaluation (M&E) - an independent M&E report assessing the extent, efficacy, and impact of civil society participation in state-supported poverty programs, including quantitative and qualitative dimensions.

|During Project Design||During country programming midterm review discussions in April 2007, the Ministry of Finance identified poverty reduction as the top priority for 2008 advisory TA, with the above topic prioritized by LGOP, in discussion with ADB. Dialogue with broader civil society stakeholders under TA 4580 (including nine competitively selected NGOs), ADB-hosted NGO roundtables, and other forums has indicated that further TA is critical to support the nascent development of civil society and its contributions to balanced and inclusive development. CFPA (a leading national-level NGO and key partner under TA 4580) has been closely involved in TA conceptualization.|

|Consulting Services||To tailor-fit support to project partners, ADB will recruit (i) two domestic consultants (6 person-months each)!?to support policy dialogue and pilot test design under component 1, and provide external and independent M&E under component 3, respectively; and (ii) flexibly deployed resource persons (estimated 30 person-days international and 50 person-days domestic) to provide advice on mechanism design and policy based on international best practice, support the China Foundation for Poverty Alleviation and Development in providing capacity building linked to the pilot test, as well as providing other needed expertise. The consultants will be selected and engaged on an individual basis in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB on the engagement of national consultants.|
