Regional : Small Scale Technical Assistance (SSTA): Improving the Implementation of Environmental Safeguards for ADB Projects in Central and West Asia
Through the TA, the Safeguards Unit of the Central and West Asia Department will review the implementation of ADB's environmental safeguard requirements for projects in Central and West Asia. Some projects have been successful in implementing environmental safeguard requirements but others have fallen short of the expected outcomes. The review will examine successful projects and determine their reasons for success, and also less than successful projects to determine the cause and issues leading to the underperformance. The outcomes will be a set of knowledge products that assist environmental practitioners in Central and West Asia to successfully develop and implement the environmental safeguard requirements for ADB supported projects.

| Project Rationale and Linkage to Country/Regional Strategy | The fundamental objective of the ADB's Environment Policy (2002) is to ensure that development projects undertaken by the ADB are environmentally sustainable. The policy contains a number of operational principles which include the requirement to ensure the measures identified during impact assessment are included in the project environmental management plan (EMP), and are implemented in agreement with the Borrower. However, it has been observed that some projects have been successful in implementing the requirements, while others have fallen short of the expected outcomes. The results of reviews routinely undertaken by the environment specialists of the Central and West Asia Department and the Regional and Sustainable Development Department show that the effective implementation of environmental safeguard documents during construction often fail to meet the requirements of ADB. Also, the day-to-day implementation and monitoring of environmental safeguard measures by the contractor and the implementing/executing agencies is not always up to standard. The poor performance by consultants in the region suggests that there may be a need to supplement the ADB Environmental Assessment Guidelines (2003) with additional technical advice. | ||||
