Description

The proposed additional financing for the ongoing third phase Urban Primary Health Care Services Delivery Project (UPHCSDP) builds on the existing partnership with the Local Government Division (LGD), Ministry of Local Government, Rural Development and Cooperatives (MOLGRDC) to strengthen and scale up provision of primary health services in urban areas, especially the poor and vulnerable, and address gaps in institutions and capacity for sustainable delivery of primary health services.

The additional financing will support the sector framework, National Urban Health Strategy (2014), and its forthcoming Action Plan. The continued ADB assistance reflects the priorities of the Government's Seventh Five Year Plan, FY2016-FY2020 which places emphasis on primary health care for urban residents including slum and street dwellers. It specifically highlights the need to build a coalition of interests around one harmonized approach for greater coordination between MOLGRDC and the Ministry of Health and Family Welfare, and strengthened management of urban health.

Project Rationale and Linkage to Country/Regional Strategy The proposed additional financing is a follow-up to the ongoing third phase Urban Primary Health Care Services Delivery Project (UPHCSDP) that will close in September 2018 and builds on the now 20-year partnership with the Local Government Division (LGD), Ministry of Local Government, Rural Development and Cooperatives, Government of Bangladesh, to strengthen sustainable provision of quality primary health care services to the urban population, especially the poor and vulnerable.

Summary of Environmental and Social Aspects
Environmental Aspects There will be no adverse, severe impact on the surrounding environment. The environmental assessment and review framework has been updated and an initial environmental examination has been prepared in advance of site selection to address potential environmental issues that may arise during implementation of the various civil works and operation of health facilities.
Involuntary Resettlement There will be no impact on land, structures, or trees. Satisfactory amount of consultations has been conducted by the project preparatory technical assistance team and individual consultants during preparatory stage. All the proposed new project locations for additional financing stage are on government land and there will be no impact on resettlement. A combined resettlement and indigenous framework has been prepared as a precautionary approach. If there is any impact on involuntary resettlement during project phase, the executing agency has agreed to use this framework.
Indigenous Peoples The investment will not undertake any activities that will (i) directly or indirectly affect the dignity, human rights, livelihood systems, culture of indigenous people; and (ii) affect the territories, natural or cultural resources that indigenous people own, use, occupy, or claim as an ancestral domain or asset. Satisfactory amount of consultations has been conducted by the project preparatory technical assistance team and individual consultants during preparatory stage. If there is any impact on indigenous people during the project phase, the executing agency has agreed to use this framework.
Stakeholder Communication, Participation, and Consultation
During Project Design Stakeholders will be fully informed, closely consulted, and encouraged to participate in the design of the subprojects. Consultation and communication with the beneficiaries and other stakeholders during project design will be an integral part of the process of gathering relevant data for impact assessment and facilitate the development of appropriate options for social impact management.
During Project Implementation Ongoing consultations with primary and secondary stakeholders will continue during implementation.
Business Opportunities
Consulting Services ADB's Guidelines on the Use of Consultants (2013, as amended from time to time) will be implemented in the recruitment of consultants.
Procurement To enhance project readiness, advance actions (recruitment of consultants, partnership agreements, and procurement of goods and civil works), and retroactive financing of up to 20% of the project loan will be considered provided that expenditures were incurred (i) in accordance with ADB's Procurement Guidelines (2015, as amended from time to time), ADB's Guidelines on the Use of Consultants (2013, as amended from time to time), and safeguard policies; and (ii) during the 12 months preceding the date of signing of the loan agreements.
