India : Promoting Smart and Integrated Urban Planning for Livability and Cultural Economy in Rajasthan
The knowledge and support technical assistance (TA) will support the state government of Rajasthan in its smart city efforts to improve the quality of life of people and drive cultural economic growth by harnessing technology for urban planning, development, and management. Through the application of smart technology in urban planning, the TA will support the state government of Rajasthan in strengthening urban planning by bringing various sectors and disciplines together in search of synergy and developing integrated urban solutions that make better use of local resources and assets so that cities can thrive.

Project Rationale and Linkage to Country/Regional Strategy | Rajasthan is the largest state in India; it has 10% of the country's land area, and 5% of its population. Rajasthan is the seventh most populous state in India and home to 69 million people of whom 10 million are poor. Since 2005, the state has made good progress in poverty reduction supported by fast growth in services mainly tourism and industry, but its growth trends have been volatile due to the agriculture sector that was traditionally strong but increasingly threatened by severe water shortages. As the tourism and manufacturing sectors demonstrate potentials for alternative growth, national and state governments created initiatives to stimulate industrial development and create jobs for migrants and local people. Tourism also has been promoted and contributed 15% of the state economy. In 2019, a total of 53.8 million tourists (including 1.6 million foreign tourists) arrived in Rajasthan, which is double the 2010 figure. | ||||||||

Status of Implementation Progress (Outputs, Activities, and Issues) | Pilot city data and information collection is in progress. The planning mapping tools are developed and gradually updated along with the data availability. Initial assessment of pilot cities is in progress. During the pilot city stakeholders' meetings, heritage-sensitive urban planning, best practices, and demonstration of smart urban planning knowledge sharing have been carried out. Additional city (Bharatpur) was included as an additional pilot city to be supported by the TA. The project team including the TA team conducted a stakeholder consultation meeting with the executing/implementing agency during the TA review mission last September 2023. During this meeting, Bharatpur city assessment was presented and TA activities in Bharatpur were presented and supported by the stakeholder. |

During Project Design | EA/IA consultation was carried out together with relevant departments staff at the Government of Rajasthan. |
During Project Implementation | Stakeholder consultations have been carried out in all pilot cities and collect their visions for city development, views on heritage-sensitive urban planning and development, and other specific plans for their city development. Dynamic and active participation during the locale stakeholders' consultation became valuable inputs to the TA project outputs. With the additional pilot city (Bharatpur), stakeholder consultation was conducted to (i) present findings of Bharatpur City assessment and vision for the city; (ii) collect feedback on heritage-urban asset including ongoing rehabilitation of identified heritage building/s; and (iii) check data availability. To further progress on TA activities in this city, data collection, and survey activities will be carried out by Q1 2023 or early 2024 as part of the initial activities in the preparation of a broad urban development plan for Bharatpur. |
