Description The outcome of the ongoing project is to improve the quality, reliability, equity, and sustainability of water supply and sanitation services in project towns of Rajasthan. The project has three outputs as follows: (i) Output 1: Water supply system in at least eight towns improved; (ii) Output 2: Sanitation system in at least 26 project towns developed or improved; and (iii) Output 3: Institutional and human capacities strengthened for sustainable service delivery, gender equality, and improved public health. The executing agency is the Government of Rajasthan acting through the Local Self Government Department (LSGD) and the implementing agency is the Rajasthan Urban Drinking Water, Sewerage and Infrastructure Corporation Limited (RUDSICO).
Project Rationale and Linkage to Country/Regional Strategy Rajasthan is the largest state in India; it has 10% of the country's land area, 5% of its population, and only about 1% of its surface water resources. About 17 million people (25% of Rajasthan's population) live in 193 urban centers. Rajasthan has done more to reduce poverty than any of India's other low-income states particularly between 2005 and 2012-the population below poverty line (BPL) declined from 38% in 1994, to 34% in 2005, and further to 15% in 2012. Cities are places of opportunity in Rajasthan: the urban poverty rate averages 11%compared with 16% in rural areas. Rajasthan's Urban Development Policy (2017) emphasizes public service improvement in urban areas as a key contributing factor to strive for growth and poverty reduction. Important national and state government initiatives seek to stimulate industrial development and create jobs for migrants and local people, including numerous industrial parks throughout the state developed by GOR. In addition, 39% of the Delhi-Mumbai Industrial Corridor is situated in Rajasthan. Tourism is also a major economic driver, with 50 million tourists (including 1.8 million foreign tourists) in 2018, double the figure in 2010. However, the state's economic development is constrained by water availability, and GOR has several plans to increase water supply for industrial and domestic consumption.
