Description of Project Outputs | The objective of the PPTA is for ADB to agree with the Government of Viet Nam on a project design that will help improve the employability and competitiveness of a young labor force of the country by 2020 through preparation of the feasibility study report of the project. Major outputs include: (i) inception report (ii) MTR report, draft PDO, Draft Due Diligence Report (iii) Draft TA final REport, finalized PDO/draft FS report, IPSA, draft GEMAP (iv) Final REport, FS Report and draft PAM |

During Project Design | The project will build on the lessons of USEDP I. Extensive workshops and seminars are planned with key stakeholders including those agencies and organizations promoting women and ethnic minorities' development. The consultation meeting with different ethnic minority groups is particularly an important process for the preparation of the targeted assistance action plan for the ethnic minority group and gender strategy. A separate consultation and participation plan will not be prepared. However, specific actions for consultation and participation by potential beneficiaries and key stakeholders are integrated into the overall project design (e.g., formation and decision making by various committees and groups), gender action plan and ethnic minority framework, etc. |
During Project Implementation | Consulting Team mobilized on 25 July 2011. Individual national consultants commenced in September 2011. Inception Report submitted on 17 October 2011. Interim workshop completed on 22 December 2011. Intereim Report received and accepted in February 2012. Ministerial comments on PDO submitted in mid-February to mid-March. Fact Finding Mission fielded from 12-20 April 2012 to discuss final draft fesibility study report/RRP. Revised PDO incorporating comments from Ministries and MOET submitted to MPI on 20 April 2012. PDO approved by Prime Minister on 13 June 2012. Final Workshop held on 6 July 2012. Feasibility Study Report approved by MOET on 26 July 2012. Capacity Building Workshop held on 12-13 September 2012. |

Consulting Services | ADB will finance 77 person-months of consulting services including (1) 5 international consultants totaling 22 person-months; and (2) 6 national consultants totaling 55 person-months for the TA. An international firm will be engaged to provide the international consultants in accordance ADB's Guidelines on the Use of Consultants (2007, as amended from time to time). The 6 national consultants will be recruited as individual consultants while they will still report to the international team leader. The selection and engagement of the international consulting firm will be done through quality- and cost-based selection (QCBS) using simplified technical proposal. The QCBS weighting will follow the standard quality-cost ratio of 80:20 |
