|Status of Implementation Progress (Outputs, Activities, and Issues)
Output 1: INSETT training activities have been attended by 13,786 teachers, equivalent to 62,329 person-days (54.40%), with female participation at 36.22 % (4,993 participants). The procurement of equipment to support for the provincial CECs has been completed in Q3/2016; as well as the procurement of English books, with delivery to be conducted in early Q2/2017. The procurement of language training equipment has likewise been completed. Five civil works out of 6 has been completed in October 2016, including: Thai Nguyen University, Hanoi Pedagogical University, Ho Chi Minh City Pedagogical University, Pedagogical Department of Tay Nguyen University, and Pedagogical Department of Can Tho University. The remaining construction in Hue Pedagogical University will be completed by October 2017. 1,558 teachers , equivalent to 6,232 person-days (41.22%), underwent in-country training in developing test matrixes and multiple-choice questions in Quarter 4 2016, of which 626 participants were female teachers.
Output 2: Construction of 133, out of 134 schools, has been completed with total of 1,068 new rooms, consisting of 793 classrooms and 275 subject rooms, and 820 gender-segregated new pit latrines, consisting of 352 for males and 468 for females. Two civil works in Tay Ninh and Bac Lieu will not be provided with construction facilities under the project: (i) Chau Thanh USS in Tay Ninh province has received government funding; and (ii) Le Van Dau USS in Bac Lieu province which package CPMU recommended to cancel due to issues in PPMU bid evaluation. Procurement for the first 3 NCB packages on provision of furniture to 57 schools has been completed. Packages for the remaining 95 schools are indicated in the procurement plan for this year's procurement. The contracts for the provision of equipment to 18 selected provincial EM boarding USSs have been completed in May 2015. The first batch of in-country training for teacher on active teaching method and positive disciplines consisted of 669 participants (52.95%), equivalent to 2,007 person-days (30.40%), was trained in Quarter 3/2016. Remaining 651 teachers are expected to receive the training in Quarter III, 2017; (ii) 1,288 participants (97.58%), equivalent to 5,152 person-days (65.05%), underwent in-country teacher training on life skills, environment and social issues, in Quarter 3/2016; (iii) In country training on ethnic minority' culture preservation courses were conducted in Q2/2015 with 308 participants (93.33%), equivalent to 1,540 person-days (77.78%).
Output 3: Recruitment of various individual consultancy packages has been completed, including contracts for USE principal standards and for training materials on capacity development of USS principals and CEC directors. The training courses for 3,829 education managers from USSs and CECs have been carried out in Q2/2015. Additional training activities will continue in Q2/2017. 787 participants, equivalent to 3,148 person-days (58.29%), have completed training in Quarter 3/2016. Additional training activities will continue in Q3/2017. An OST program on learning effective approaches to quality management will be conducted March 2017. Selection of consulting firms to conduct 3 out of 5 pilot research studies is ongoing. Remaining two pilot research studies are scheduled for next year when the new textbooks and curriculum will be available. Provision of equipment for multifunction rooms of NIEM has been completed. In-country training on development of e-learning materials was organized for 70 lecturers of training institutes for education managers in Q1/2015, where 41 (58.87%) female participation was noted. The second batch of training will be organized in Q3/2017.
Output 4: Project implementation consultants have been mobilized in Q4 2016.
