Lao People's Democratic Republic: Strengthening Technical Vocational Education and Training Project
The project will support the strategic objectives of the Government of Lao PDR - sustainable economic growth, accelerated social development and poverty eradication ? as set out in the country?s Sixth Socioeconomic Development Plan 2006-2010 (SEDP6). SEDP6 provides a coherent development framework focusing on and prioritizing a small number of sectors (including education) and accelerating reforms in key thematic areas such as capacity development, governance and private sector development. The project is also aligned with the ADB?s country strategy and program 2007?2011 (CSP), which seeks to promote pro-poor sustainable growth, foster social inclusiveness and improve governance. The core of the CSP ? a multi-partner move towards coordinated capacity development and program and/or sector-based approaches in core sectors ? is supported by the Vientiane Declaration on Aid Effectiveness and its associated country action plan.

Project Rationale and Linkage to Country/Regional Strategy | The project will support the strategic objectives of the Government of Lao PDR - sustainable economic growth, accelerated social development and poverty eradication ? as set out in the country?s Sixth Socioeconomic Development Plan 2006-2010 (SEDP6). CSP implementation is linked to a multi-partner effort to improve the quality of and access to basic education and preventive health services, to foster agricultural diversification and commercialization, and to improve the enabling environment for private sector development. The PPTA will prepare the first ADB operation in Lao PDR at the TVET level. It would also allow for the development of a comprehensive plan to address the needs of the TVET sector. | ||||
Impact | The Technical Vocational Education and Training (TVET) sector in Lao PDR is more accessible, efficient, relevant and responsive to labor market needs. |
Project Outcome | |
---|---|
Description of Outcome | An agreed design for an ADF grant-funded project, suitable for ADB financing, that will enhance the quality and relevance of the TVET system in Lao PDR and produce graduates that possess skills that are relevant to the needs of the labor market. |

Implementation Progress | |
Description of Project Outputs | The PPTA will consist of the following outputs: (i) Comprehensive assessment of the TVET sector in Lao PDR. This will include an examination of the size and nature of TVET provision, as well as sector constraints such as the lack of relevance of TVET programs/curricula to labor market needs, institutional and government TVET capacity, linkages between TVET and the private sector, the nature and extent of private TVET provision and the scope for PPPs and weaknesses in the existing regulatory and funding framework for TVET. (ii) Detailed labor market assessment. This will be based on available data sources such of labor market information such as MoLSW and MoE information systems, as well as new surveys and studies to be undertaken as part of the PPTA. The labor markets assessment will examine: (a) the labor market situation, including the supply of, and demand for, labor in selected major towns in the country; (b) the nature, extent and distribution of skills gaps in the country; (c) emerging labor market requirements in the country, including forecasting the demand for, and supply of, labor in Lao PDR for the period 2010 to 2015; and (d) the extent to which the TVET and higher education systems are meeting the needs of the labor market. (iii) Assessment of critical issues in improving TVET performance and lessons learned from international experience with TVET reform. (iv) Completed project outline that addresses key sector constraints and required reforms. (v) Detailed project design, including feasibility study with economic and financial analysis, and gender/social analysis, based on the Design and Monitoring Framework (DMF). |

Consulting Services | Recruitment of consultants is completed. Consultants were mobilized in October 2009. An Inception workshop was conducted in November 2009. During the inception, the phasing of the implementation which required the phasing of the consultant services was removed and a new implementation schedule was prepared. However, the consultant inputs remain the same. |
