Progress Toward Outcome | As of Q4 2022, the project is 72% complete (physical progress), while time of loan elapsed is 84% since project approval. Cumulative contract awards and disbursements of loan and grant including advance to the EAs account and interest charged by ADB were $42.28 million and $24.74 million respectively, equivalent to 92% and 54% of the total loan/grant proceeds. |

Status of Implementation Progress (Outputs, Activities, and Issues) | Discussions have commenced on possible alternative measures on how to address the DMF indicator as there were no building codes and on inputs on draft sanitation law could provided PMC to MPWT. Four contract packages were awarded. Two contract packages on construction of landfills were completed in Q2/2022. Contract package on drainage system including a wastewater treatment plant in Pursat is expected to be completed in Q1/2023. Kampong Chhnang Sewerage, flood control and wastewater treatment plant (CW10) which is the major and biggest package was awarded in August 2022 and the works have been commenced. Procurement of landfill equipment for both landfills will be launched in Q1/2023. Institutional arrangements for the created landfills and the associated waste collection in both Municipalities need to be established for operation and maintenance of project assets. TA 6752 is providing the support to the process of establishing the semi-autonomous agencies responsible for the O&M of the project assets. |

Summary of Environmental and Social Aspects | |

Environmental Aspects | The environment safeguard category is B. Initial environmental examinations and an environmental assessment review framework have been prepared. Climate resilience measures are integrated into the project. Environmental impacts are related to siting, design, construction, and operation; and mitigation measures are part of the environment management plans (EMPs). EMPs have been prepared for solid waste management, sewerage, drainage, and the wastewater treatment plants, and these form part of the bidding and contract documents. Potential adverse impacts during construction are expected to be temporary and will be mitigated through the EMPs, which have been updated to include COVID-19 mitigation measures. The project includes budget and institutional arrangements for EMP implementation and monitoring. The IEE/EMPs are updated on completion of DED for each package. |
Involuntary Resettlement | The safeguard category for involuntary resettlement is B in accordance with ADB's Safeguard Policy Statement (2009). An estimated 33.8Ha of land (16 + 6.6 + 10.7 = 33.3 Ha [public] and 5,525 m2 [private]) will be (or has been) acquired for the project. 48 affected households (AHs) with 233 Affected Persons (APs) have been identified in the participating municipalities, with no affected HH from the network laying activities, where potential impacts can be mitigated during construction. 22 AHs (111 APs) are in Kampong Chhnang Municipality, and 26 AHs (122 APs) in Pursat Municipality. There are 18 significantly affected households (90 APs) in Kampong Chhnang; One AH (7 APs) will be severely affected by acquisition of private agricultural land equal to 10% or more of their total productive land, 13 AH (74 APs) by loss of land use and 7 AH (25 APs) by loss of residential land (some AH experiencing more than one type of loss). Two (2) AHs will be severely affected in Pursat due to loss of agricultural land/permanent loss of land use equivalent to 10% or more of their total productive assets. The RPs have been prepared in accordance with Royal Government of Cambodia laws and regulations and ADB's SPS (2009). |
Indigenous Peoples | The indigenous peoples safeguard category is B. Ethnic Cham and Vietnamese were identified and meaningfully consulted in Kampong Chhnang villages. They live alongside the Khmer majority and are well integrated the larger community. Design features are included to ensure the ethnic Cham and Vietnamese are beneficiaries and are meaningfully consulted. Output 3 (community mobilization and environmental improvements) identifies villages where ethnic Cham and Vietnamese are a majority of beneficiaries. |
Stakeholder Communication, Participation, and Consultation | |
During Project Design | A consultation and participation plan for the project has been developed in accordance with the Asian Development Bank (ADB) guidelines. The plans includes a stakeholder analysis, a record of consultations conducted during project preparation, and a consultation and participation plan. The project also includes a dedicated output (Output 3: Community mobilization and environmental improvements) that has been designed to be community-driven and participatory, focusing on household sanitation improvement for identified poor households, climate change and hygiene awareness and action, and small-scale infrastructure improvements for pre-identified vulnerable groups. |
During Project Implementation | Consultations are ongoing with various stakeholders, as required. For output 2, the focus is on community-driven improvements, implementation has commenced and includes latrines and emergency flood relief packages, following the Pursat floods of 2020 (this was output 3 in the original DMF). |
