The proposed project aims to continue and expand the initiatives of Loan 2670 (Rural Roads Improvement Project) by rehabilitating about 1,000 km of rural roads in the 7 original project provinces and 2 additional provinces (Banteay Meanchey, Battambang, Kampong Cham, Kampong Chhang, Kampong Speu, Kampong Thom, Pursat, Siem Reap, and Takeo).

Mekong River Island Connectivity: Through not orignally planned during the design of Loan 2670, the Ministry of Rural Development subsequently requested ADB to rehabilitate roads and jetties within a Mekong River island cluster (part of mainland Kampong Cham province) in order to improve climate resilience access and connectivity.

Project Rationale and Linkage to Country/Regional Strategy
The project aims to rehabilitate about 1,000 km of rural roads in 9 provinces (Banteay Meanchey, Battambang, Kampong Cham, Kampong Chhang, Kampong Speu, Kampong Thom, Pursat, Siem Reap, and Takeo) to paved condition to provide a safer, cost-effective rural road network with all-year access to markets and other social services of poor rural provinces in Cambodia. The project will also support a sustainable road maintenance regime in the Ministry of Rural Development, a community-based road safety program, HIV/AIDS and human trafficking prevention program, and climate change adaptation measures.

Business Opportunities

Consulting Services
An international consulting firm will be engaged to implement the TA. The TA will require 3 positions in international and 3 positions in national consultants. The requirement of international consultants is 9 person-months and 10 person-months for national consultants. ADB will select and engage the consulting firm in accordance with ADB's Guidelines on the Use of Consultants (2010, as amended from time to time). ADB will use the fixed budget selection with simplified technical proposal to select the consulting firm.
