Project Rationale and Linkage to Country/Regional Strategy
The proposed Program is supporting ADB s Country Strategy for Azerbaijan, which identifies transport as a priority for assistance. It is also consistent with the Strategy of the Central Asia Regional Economic Cooperation (CAREC) Program, which Azerbaijan is actively participating in. Transport is one of the priority areas under CAREC.

Enhanced railway transport services in Azerbaijan in support of the country's economic and social development as well as increased regional trade.
