A small-scale technical assistance will help to design a new project, including the components, environmental and resettlement safeguard assessment, economic and financial assessment, etc. The SSTA will also advise on the PPP possibilities for the rehabilitation and maintenance of the elevator stock.
- Project Rationale and Linkage to Country/Regional Strategy
- Many of the elevators are beyond their useful asset lives or have been inadequately maintained. Service interruptions (elevator breakdown) are common, and in some cases, elevator accidents have led to injury and death. The Government of Armenia and the Municipality of Yerevan aim at increasing safety of the elevator services in Yerevan. The SSTA will lead to a new project aiming at the replacement of the obsolete elevator stock and eventually improving the institutional arrangements and the regulatory framework.

TA was furnished in accordance with the Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers March 2013 to identify investment needs and financing options to renew and upgrade elevator equipment and put in place a financially and technically sustainable arrangement for operation and maintenance.
CQ method is applied for selection. The shortlist of EoI was approved on August 06. Letter of Invitation was published on August 29, 2018. The technical and financial evaluation is expected to be finalized by mid-October 2018.
