Project Rationale and Linkage to Country/Regional Strategy | The regional policy and advisory technical assistance (R-PATA) delivers South Asia input into the Technical Group on Aid for Trade for Asia and the Pacific. This regional technical group comprises key developing member countries, donors and agencies and has the mandate to synthesize across sub-regions the AfT needs, activities and investments, and will include investment and implementation schedule. In addition the R-PATA would provide South Asia input into the planned 2009 high-level regional conference on trade facilitation. High priority countries in South Asia for this R-PATA would be the South Asian low income and small countries Bangladesh, Bhutan, and Nepal, as well as Maldives. Part of India and Sri Lanka will also be included with less priority and as necessary. The TA is part of the SARD Economic and Sector Work Program 2008-2009. The R-PATA results will lead into a regional PPTA for Sub-regional Trade Related Infrastructure, programmed under the Regional Cooperation Operations Business Plan Update for 2010. |

Impact | Lowering trade and transaction costs in South Asian economies by 5 percent of traded value, through trade policy reform, trade related infrastructure investment and supply capacity expansion, can lead to a real income gain of about 2.5 percent of gross domestic project. The income gains, and in turn poverty reduction gains, emanate from the increased number of jobs from trade creation, as well as from the shift to more productive and better paid employment |

Description of Outcome | The aim is to identify, prepare for the South Asian economies (excluding for now Pakistan) a set of AfT interventions that implement the general development and trade strategies. It is important for this assistance to come up with an applied framework for prioritization of potential trade related interventions and investments according to expected strength of economic impacts. It is further important to also evaluate the complementarities and positive economic spillovers that a set of interventions offers in comparison to one-off interventions. The object of such calculation is to work out the effective balance between trade related investments as substantial economies come out of investing in the components in correct proportions. The importance is to look at entire service and production networks that can be developed in a network of investments across the sub-region. A roadmap will improve the capacity to implement AfT in South Asia according to a set or priorities for investment, and within a geographic, and time-frame. |

Description of Project Outputs | The R-PATA output would be national road maps for AfT and related investment plans. One priority would be to map service and production networks across the sub-region, and linking into Asia, and the role of small and medium enterprises in key sectors, which would produce high expected economic impact in terms of export growth, employment generation and poverty reduction. The R-PATA will also develop an implementation plan to build up institutional capacity for development, regional coordination and implementation of such roadmaps. |
