The loan is consistent with ADB_s India Country Partnership Strategy (CPS), which emphasizes infrastructure development, private sector participation, and renewable energy development in the country. Specifically in the power sector, policy dialogue by the South Asia Regional Department has focused on: (i) supporting sector reform and restructuring; (ii) enhancing energy efficiency and clean energy development; and (iii) promoting balanced physical infrastructure development. The ADB loan is in line with these strategies and dovetails efforts including ongoing dialogues with the Government under public sector operations. The Project has been contributing in meeting the significant energy and power shortages in the state of Gujarat.
The loan is consistent with ADB_s energy sector policy. It also forms a part of ADB_s clean energy and environment program, which was launched in response to the communique by the Group of 8 Gleneagles Summit in July 2005. ADB_s energy policy states that ADB will promote the development of renewable energy sources in developing member countries, and that ADB will also assist in implementing such projects, preferably through private sector involvement to ensure their sustainable long term operations. The clean energy and environment program includes implementation of renewable energy investment opportunities. The Project may also benefit from assistance from ADB_s Asia Pacific Carbon Fund for upfront financing of future revenues from certified emission reduction units (CERs).
