Description The TA supports the Government of India to build upon existing initiatives to establish policies, processes, and entities for improving the PPP enabling environment.
Project Rationale and Linkage to Country/Regional Strategy With the intention of improving the PPP policy and enabling environment for infrastructure development through PPPs, the Government requested policy and advisory technical assistance (PATA) to support the same. Accordingly consultations were held with the Government and the Government has embarked on reforms to enable greater private sector participation in infrastructure, emphasizing the PPP modality. The TA is in line with ADB's country operations business plan, country partnership strategy, and Strategy 2020, which envisage greater ADB involvement in private sector development.

Enhanced private sector investment in infrastructure during the current and succeeding 5-year plans, improving infrastructure across the country with private investment inflows and efficient resource management

Improved PPP-enabling environment and service delivery with streamlined PPP processes and guidelines, as well as sector, legal, and regulatory frameworks for catalyzing PPP investments

Enhanced PPP process and structuring awareness at local, state, and central government levels with streamlined PPP coordination between government entities

Description of Project Outputs

A PPP policy framework that includes guidelines for PPP definitions, legislative amendments, value for money and risk analysis tools, project development schemes, and PPP knowledge dissemination tools and instruments

A PPP policy manual including best practices for PPP processes, sector templates and structures, and legal

and regulatory issues for PPP structuring

An operational central PPP entity responsible for knowledge management, managing policy evolution, and providing project-specific guidance

Sector regulatory and road maps

Status of Implementation Progress (Outputs, Activities, and Issues)

PPP Policy, PPP Rules, Recommendations on PPP Standard Contract provisions, and Annuity Fund Paper have been drafted.

Consultants' final reports for PPP Manual, PPP Compendium, and a greenbook for PPPs in health sector have been prepared.

Business plan for "3P India", a proposed national entity to provide PPP services, has been drafted.
