This TA directly supports implementation of the Government's Strategic Development Plan Eight 2006/07-2008/09 by promoting private sector-led growth through corporatization of selected government commercial activities, privatization of selected public enterprises, and strengthened corporate governance in the public enterprise sector. It is in line with ADB's 2007-2012 country partnership strategy for Tonga, particularly the focus areas of private sector development (PSD) and fiscal management. It is consistent with ADB's Pacific Strategy.

Description of Outcome | The expected outcome of the TA is increased private investment opportunities in sectors previously dominated by public enterprises. As a result of the rationalization program, moreover, the government will reduce its financial exposure to poorly-performing SOEs, thereby improving its fiscal performance. The proposed TA will contribute to a broader reform program, as being pursued by the Government, in support of private sector led economic growth. |

Description of Project Outputs | Expected outputs of the proposed TA are (i) rationalization strategies formulated for at least 8 PEs by end 2009; (ii) implementation of rationalization strategies for at least 5 PEs by end of 2010; (iii) at least 2 training courses delivered for PE directors and management and MPEI staff in the course of the TA; and (iv) at least 2 training courses for MPEI staff and other relevant government agencies, and on the job training delivered for MPEI by the end of the TA. |
