Project Rationale and Linkage to Country/Regional Strategy The PPTA is consistent with (i) ADB's Country Partnership Strategy for the PRC that has identified urban infrastructure development as one of the priority investment sectors; (ii) ADB?s Urban Sector Strategy, which supports investments in the urban sector as a dynamic engine of economic growth; and (iii) the Master Plan of Tianshui city.
Impact Improved urban infrastructure supporting economic growth in Tianshui City of Gansu Province.
Project Outcome
Description of Outcome Project design, feasibility study, and implementation arrangements agreed and suitable for ADB financing.
Progress Toward Outcome The project has support the preparation of a feasibility study and an investment project for possible funding by the Asian Development Bank (ADB) to improve urban roads and bridge infrastructure and district heating system infrastructure and services.

Description of Project Outputs

1. Analysis of the Tianshui City development plan, investment program, financing requirements, and institutional capacity.

2. Technical, environmental, economic, financial and social appraisal of the project components.

3. Resettlement plans, poverty and social assessment report, including socio-economic impact of the project components, policy options, and resettlement implications.

4. SEIA and EMP.

5. Institutional capacity building and corporate development plan.

6. Participatory plan assessment.

7. Training Workshops.

8. Draft final report.

9. Knowledge product.

10. Final report.

Status of Implementation Progress (Outputs, Activities, and Issues) The associated loan project (Loan 2760-PRC) was approved on 29 June 2011. PPTA implementation is nearing completion (expected on 30 September 2011). The mid-term review/fact-finding mission was completed in November 2010. The TA completion date was subsequently extended to 30 September 2011 to support preparation of the first set of NCB and ICB bidding documents.
