| Description of Project Outputs | The outputs of the PPTA will be the TA consultants' final reports which will include: (i) Preparation of investment component. This will include a review and strengthening of the technical, environmental, social safeguard, economic and financial aspects of the draft feasibility studies to meet ADB's requirements for: (1) technical aspects related to construction and operation of the urban transport system; (2) economic and financial analysis; (3) reviewing the Government's environmental assessment related documents and guiding the environmental assessment consultants hired by the Government to ensure the quality of their assessment and environmental management plan; (4) reviewing and refining the resettlement plan; and (5) carrying out a detailed poverty and social analysis, including a baseline socioeconomic profile of the population living in the project area, and preparing a social development action plan to mitigate adverse impacts and enhance inclusive benefits. (ii) Preparation for sector support. Prior to PPTA consultation, ADB has prepared a sector assessment and identified potential sector support activities, tailored to the specific needs of Xi'an's transport sector, that can be further assessed and developed during the TA. The PPTA consultants will provide policy, advisory and technical support to the XMG on the preparation of complementary investment and policy components to help realize the full potential improvement in the sustainability of urban transport under the Project. |

| Consulting Services | An individual international consultant for peer review and a consulting firm will be engaged according to ADB's Guidelines on the Use of Consultants (2007, amended from time to time). ADB will select and hire the consultants except transport specialist for peer review through simplified technical proposal procedures according to the quality of their proposal (90%) and the cost (10%) of the services to be provided (quality- and cost-based selection) The transport specialist for peer review will be recruited through independent consultant selection (biodata). |
