Description

The impact of the project will be enhanced food security and increased farmers' income. The outcome will be increased agricultural productivity in the project area. The project outputs include improved (i) irrigation and drainage infrastructure, (ii) agricultural support, and (iii) project management.

Project Rationale and Linkage to Country/Regional Strategy

The project will support the comprehensive agricultural development (CAD) program of the Government of the People's Republic of China (PRC) in 69 counties or cities in five provinces (Anhui, Heilongjiang, Henan, Jilin, and Yunnan provinces) and one autonomous region (the Ningxia Hui autonomous region) to improve agricultural productivity and enhance the nation's food security. The project comprises three components: (i) improved irrigation and drainage infrastructure, (ii) improved agricultural support, and (iii) improved project management.

Progress Toward Outcome

The accomplishment under the improved irrigation and drainage infrastructure output included: The participating provinces have completed a total area of 110,187 hectares of irrigation and drainage area. They have dredged a total length of 4,091 km irrigation and drainage canals and built 22,519 canal system structures. Water saving technology was established in the project provinces covering 64,464.83 ha of irrigated area. The accomplishment under agricultural support output included: Soil productivity in 40,926 ha of land in the project provinces has improved through land leveling deep ploughing and balanced fertilizer application. A total of 1,900 km of field roads have been repaired and reinforced. Under the project management output: the project has organized farmers training of 4,736 person-months and project management staff training of 543.81 person-months. The PMOs have procured 1,316 sets of office equipment and devices for the agricultural information systems.

As of 31 December 2017, the project has organized farmers training of 4,736.52 person-months and project management staff training of 543.81 person-months.

As of 31 December 2017, the Participating Provinces have constructed 21.28 hectares accumulated of greenhouse demonstration, provided 198 sets of equipment in greenhouse; accumulated 17,849.64 hectares of demonstration and promotion of pollution-free agricultural products. The PMOs have procured 1,316 sets of office devices and 140 sets of servers for the agricultural information systems.

As of 31 December 2017, Drainage of about 110,187.11 ha land improved.

Summary of Environmental and Social Aspects

Environmental Aspects

The environmental assessment confirmed that the project will generate multiple environmental benefits. The major anticipated environmental benefits include (i) water savings from existing irrigated lands, (ii) reduced use of agrochemicals per hectare, (iii) reduced soil loss and improved soil quality, (iv) reduced salinization and waterlogging, (v) recovery of plastic mulch, and (vi) increased climate resilience. No major adverse impacts were identified. Construction and rehabilitation works are small and relatively simple. Some counties, which are located in areas where water resources are more abundant, may increase their overall water use. Groundwater will only be used in areas where sufficient recharge is available, and a detailed monitoring program will be implemented. No project activities will be carried out in environmentally sensitive areas. It is expected that all impacts will be prevented or minimized to an acceptable level through implementation of the environmental management plan and monitoring program.

Involuntary Resettlement

The initial screening of project sites for resettlement impacts indicates that there would be little permanent land loss and no house demolition. All impacts (canals and ditches, farm access roads, tube wells, etc.) will be within the villages on land that remains under village ownership, so no formal land acquisition will be necessary. The impact of land loss, temporary or permanent, to each affected household will be minor, as construction will mainly upgrade and use existing structures. Most land that will be needed temporarily or permanently for the project will be compensated through land adjustments in the villages.

Indigenous Peoples

According to a preliminary screening, sizeable ethnic minority populations live in about 16 counties in Heilongjiang, Jilin, and Yunnan provinces and the Ningxia Hui Autonomous Region and are among the project beneficiaries. Based on the social assessment, the project is not expected to have significant negative impacts on ethnic minorities.

Stakeholder Communication, Participation, and Consultation

During Project Design

The project preparation technical assistance (PPTA) team conducted rural household interviews, including key informant interviews and female focus group discussions. The project will support capacity development for public consultation and participatory planning targeting the project management office and local communities in the subproject areas.

During Project Implementation

Integral features of the project are increased C&P through the formation and/or strengthening of farmer professional associations (FPAs) and water users associations (WUAs) to (i) improve governance and management of water resources, and (ii) make O&M more efficient through the involvement of the primary stakeholders. To facilitate interaction among stakeholder groups and improve project planning and implementation, the design of the participation strategy stresses gender equality; and includes three elements: (i) Information sharing--stakeholders will not be able to provide meaningful participation if they are not fully informed about the objectives and intended outcomes of the project; (ii) consultation will be held with primary stakeholders to let them participate in the preliminary and detailed design, formation and/or strengthening of FPAs and WUAs; and O&M implementation where WUAs will have primary responsibility for irrigation management; and (iii) public meetings and stakeholder panels will provide forums for collaboration in decision making. If mitigation of negative impacts is required, consultation will be conducted and monitored, particularly under the implementation of the resettlement plans and the ethnic minority development plans (EMDPs). The EMDPs will particularly ensure that ethnic minorities are consulted and can actively participate in the project.

Business Opportunities

Consulting Services

All consulting services required for the project will be financed by the counterpart funds, and will follow the government procedures and regulations on use of the consulting services. The terms of reference for the consulting services will be developed and consultants recruited by SOCAD and POCADs according to needs.

Procurement

All ADB-financed procurement of goods and works will be undertaken in accordance with ADB's Procurement Guidelines (2010, as amended from time to time). Major contracts for goods valued at $1 million equivalent or more will be awarded through ADB's international competitive bidding (ICB) procedures. Smaller contract packages for goods valued at less than $1 million equivalent will be procured following national competitive bidding (NCB) procedures in accordance with the PRC's Tendering and Bidding Law (1999), subject to modifications agreed upon with ADB. Civil works contracts estimated to cost $10 million equivalent or more will be procured using ICB procedures, while those costing less than $10 million equivalent will be procured using NCB procedures. The shopping method will be allowed for contracts valued at $100,000 equivalent or less for civil works and for goods. The relevant sections of ADB's Anticorruption Policy (1998, as amended to date) will be included in procurement documents and contracts.
