Summary

This capacity developmment project will provide a road map for achieving effective IWRM and provide the Department Water Resources, Ministry of Natural Resources and the Environment with a nationally owned project as a basis for (i) strategic planning in the sector; (ii) human resources development; (iii) the institutional upgrading of water resource data collection, management, and processing; (iv) work and budget planning; and (v) the coordinated mobilization of resources from the government and external development partners.

Project Rationale and Linkage to Country/Regional Strategy

The ADB's CPS is aligned with the Government's development framework, and seeks to promote pro-poor sustainable growth, foster social inclusiveness and improve governance. The program 2008-2010 features (i) strengthened and expanded strategic partnerships, (ii) the use of instruments that enable flexibility and responsiveness, and (iii) an emphasis on partnerships and developing capacity. The core of the strategy is multi-partner coordinated capacity development programs in core sectors. ADB's national program has been designed to complement the Greater Mekong Subregion (GMS) strategy and program, especially initiatives aimed at fostering connectivity, promoting large-scale foreign direct investment and creating regional public goods.

The outputs of the project will provide the foundations for a national approach to IWRM including river basin and sub-basin planning and management, and equip the Lao PDR to participate more equally and effectively in regional activities.

Project Outcome

Description of Outcome IWRM human resources and institutional capacity strengthened in WREA, two RBC(S) and other key agencies
Progress Toward Outcome TA consultants worked with relevant Government clients in the areas of training, river basin management, and groundwater assessment to develop capacity in IWRM. An IWRM Forum was held in October 2015 to showcase the achievements of the TA and reflect on current status of capacity to implement IWRM in Lao. The forum brought together participants involved in the water sector in Lao including representatives at the national and provincial government agencies, NUOL, research institutes, development partners, state-owned enterprise, private sector and the media.

Status of Implementation Progress (Outputs, Activities, and Issues) All activities under the TA have been completed and final liquidation of the advance to the imprest account is being processed.

During Project Design A wide range of stakeholders was consulted during project design.
During Project Implementation Consultation workshops were conducted to ensure that key stakeholders participate in achieving the expected outcomes of the TA.

Business Opportunities

Consulting Services Out of 4 consulting firms, 2 (which supported Outputs 3 and 4) have completed their contracts. Individual consultants (on water resource management, ground water management, and river basin planning) have been engaged to help ensure that the final activities are conducted in accordance with the approved Work Plan and Budget.
Procurement The procurement of equipment for the TA is following ADB's Procurement Guidelines (2010, as amended from time to time). All equipment will be transferred to the implementing agencies on TA completion. The proceeds of the TA are being disbursed in line with ADB's Technical Assistance Disbursement Handbook (2010, as amended from time to time).
