The Public Communications Policy (PCP) recognizes that transparency and accountability are essential to development effectiveness. It establishes the disclosure requirements for documents and information ADB produces or requires to be produced.

The Accountability Mechanism provides a forum where people adversely affected by ADB-assisted projects can voice and seek solutions to their problems and report alleged noncompliance of ADB's operational policies and procedures.

Linkage to Country/Regional Strategy

The CDTA supports and is complementary to ADB's public operations in trade and trade facilitation projects. It is linked to a number of strategies and business opportunities presented in Country Strategy Papers, Regional Cooperation Strategy and Programs, and Country Operations Business Plans for ADB's developing member countries (DMCs).

It addresses a number of developmental themes central to the priorities of the ADB such as (i) fostering intraregional trade; (ii) focusing on low-income countries; (iii) supporting small and medium-sized enterprises (SMEs); and. (iv) helping to mitigate the impact of the global financial crisis on low-income countries.

Under the R-CDTA, a reputable consultancy firm will be hired to undertake the capacity building and provide the outputs. Individual consultants may be engaged for some R-CDTA components, as and when required.

A. 10 Bank Financial Analysis Experts (ten international consultants, for 11.5 person-months per annum each over 2 years; total of 230 person-months)

B. 1 Lead Consultant for 10 Bank Financial Analysts Experts (international, 11.5 months per annum for 2 years; total of 23 person months)
