Papua New Guinea : Civil Aviation Development Investment Program, Tranche 3
The Tranche 3 will continue from Tranches 1 and 2, to establish a sustainable civil aviation network to support the economic growth of the country. Tranche 3 will further strengthen and sustain the operations of National Airports Cooperation (NAC), PNG Air Services Limited (PNG ASL), and Civil Aviation Safety Authority of PNG (CASAPNG). The national airports have low level of compliance with safety and security standards, creating risks of accidents and illegal movements of people and goods. The air-side runway pavements, terminal buildings and utilities are in poor condition.Tranche 3 will improve and upgrade nine national airports including pavement strengthening, runway extensions, security fencing, apron extensions, fire stations, traffic control tower and terminal buildings. In addition, runway lights at seven airports, runway security fencing at three other airports and new market sheds will be constructed for women to promote local artifacts.

Project Rationale and Linkage to Country/Regional Strategy | Civil aviation (i) supports the social and economic development of Papua New Guinea (PNG) by providing safe, efficient, reliable and sustainable aviation services and infrastructure; (ii) gives all-weather access to the country and improves the mobility of communities; and (iii) provides access to noncommercial destinations, thereby meeting important service obligations to the community. Capacity constraints and deteriorating infrastructure, however, threaten the safety and security certification of airports and place these objectives at risk. The NAC has a sector development plan for dealing with the risks but requires support to carry out the plan and meet its obligations to rehabilitate and upgrade the national airports and support their certification that will advance the Medium Term Development Strategy objectives of economic growth, poverty reduction, and human resource development. | ||||||||

Progress Toward Outcome | Procurement is ongoing for contract packages under the tranche. The Momote Airport Pavement Upgrade and Terminal Building and Mt. Hagen Pavement Strengthening and Upgrade both procured under advance contracting are now under construction. Since January 2018, ADB has approved and awarded five (5) more packages under the tranche; for Gurney and Mendi Airport Upgrades and a fencing package comprising 3 contracts for Kerema, Kiunga and Tari. Gurney works have commenced while Mendi Airport Upgrade is still awaiting mobilization of the contractor who has been delayed due to political unrest at the project location. The three (3) fencing contracts are at present also preparing to mobilize to the respective sites. The remaining packages under the tranche (5 Works, 1 Goods and Consulting Services) are at various stages of procurement. ADB on 18 September issued approval of the BER for Vanimo Airport Runway Extension. Contract signing is anticipated around October 2018. A revised procurement plan submitted by the EA is currently being reviewed for approval. The EA has excluded the scope for the airfield lighting system and replaced the Buka Airport upgrade with a new works package for Wapenamanda Airport New Terminal Building and Associated Works. The revised procurement plan will be submitted for approval in PRS once finalized. |

Status of Implementation Progress (Outputs, Activities, and Issues) | 1. The three entities, NAC, PNGASL and CASAPNG are getting ongoing support under the investment program on improving airport facilities and institutional capacity development to strengthen their regulatory roles. 2. Procurement is ongoing for contract packages for airport covered under this tranche and will comply to ICAO standards by 2019 when these contracts are fully completed. 3. The investment program is assisting in the ongoing upgrade of the existing infrastructures to improve airport operations. Tranche 3 has 12 contract packages; 10 for airport works upgrade and 1 for airport lighting system and Consulting Services. Four of the works packages and a fencing package (split into 3 contracts) have been awarded while the remaining packages are at different stages of procurement. |

Environmental Aspects | Proposed airport improvements will not result in any significant adverse environmental impact. All potential environmental impacts can be adequately mitigated and managed, and will be monitored. In accordance with the environmental assessment and review framework prepared for the investment program, an IEE, incorporating an environmental management and monitoring plan, has been prepared for each subproject sites. |
Involuntary Resettlement | Airport upgrades will be done in nine existing state-owned airport facilities. Additional land will be required for three airport sites with runway extension for the two sites extending to customary-owned lands while the other site in state-owned land. Overall expected impacts include a total of nine households (30 affected persons) directly affected to be physically displaced and loss of crops and trees constituting less than 10% of the productive assets of the affected persons. Another 511 AP will be indirectly impacted through the loss of customary land and the clans that will release their land to NAC for airport extension. These APs will be compensated as per the approved Resettlement Plans (RPs). A Due Diligence Report was also prepared to confirm sites without any anticipated impacts. Consultations were undertaken with the affected persons and key stakeholders including disclosure of RPs and will be further consulted during implementation. |

During Project Implementation | A contract package for Momote Airport Aircraft Pavement Upgrade and New Terminal building was awarded by ADB under advance procurement and the contract was signed on 19 December 2016. The works on the contract has commenced. Tranche 3 loan agreements was signed on 02 March 2017.
