| Consulting Services | (i) Assessment of Operational Performance The component will require 25 person-months of consulting services, comprising 10 person-months of international and 15 person-months of domestic consultants. The team leader, an international consultant, will have proven experience in WTE plant engineering and management, and other biomass and renewable energy sector, including significant exposure to the relevant sectors in the PRC. He/she will have experience in the relevant sectors for a minimum of 15 years, and have an advanced degree in mechanical engineering, plant engineering, or other related area(s). Preferably the expert will have recent experience with ADB, and will be able to speak and read fluently in Chinese. (ii) Institutional Capacity Development on Environmental Management The component will require 17 person-months of consulting services, comprising 7 person-months of international and 10 person-months of domestic consultants. The international consultant will have a degree in environmental sciences, engineering, or planning, with demonstrated experience in urban waste management, and waste incineration. Detailed and up-to-date knowledge of international financial institutions' environment policies and relevant national, provincial, and local regulations and recent experience in ADB project implementation in the PRC are mandatory. |
