India: Advanced Project Preparedness for Poverty Reduction - Preparing an Investment Plan for Himachal Pradesh Urban Development (Subproject 7)
India?s 11th Five Year Plan (FYP; April 2007 to March 2012) has set out 27 national targets, covering both economic and social goals which include: (i) clean drinking water to be available to all by 2009, ensuring that there are no slip-backs by the end of the 11th FYP; and (ii) to treat all urban wastewater by 2011?12 to clean the river waters. Also, the 11th FYP recognizes infrastructure bottlenecks and lack of long-term funds for infrastructure investment as the binding constraints for achieving the goals. The 11th FYP calls for public sector investment in meeting the infrastructure requirements where private participation is unlikely to be forthcoming.

Project Rationale and Linkage to Country/Regional Strategy | India?s 11th Five Year Plan (FYP; April 2007 to March 2012) has set out 27 national targets, covering both economic and social goals which include: (i) clean drinking water to be available to all by 2009, ensuring that there are no slip-backs by the end of the 11th FYP; and (ii) to treat all urban wastewater by 2011?12 to clean the river waters. Also, the 11th FYP recognizes infrastructure bottlenecks and lack of long-term funds for infrastructure investment as the binding constraints for achieving the goals. The 11th FYP calls for public sector investment in meeting the infrastructure requirements where private participation is unlikely to be forthcoming. The Country Partnership and Strategy (CPS) and ADB?s assistance program for 2009?2011 have been designed to support the Government of India?s efforts to address the binding constraints in the 11th FYP through four strategic pillars. One of the strategic pillars puts emphasis on the continuation of ADB?s assistance to infrastructure development in various sectors, including urban. |

Impact | The C-TA subproject's impact will be an improved access to urban services at the standard set by the Government of India (the Government). In order to achieve the desired impact, GOHP plans to invest into urban infrastructure. |

Consulting Services | An appropriate consulting firm that can supply a team of national consultants in the areas of urban master planning, water supply, sewerage, solid waste management and traffic management will be recruited for the TA Cluster subproject. It is anticipated that a total of 49 person-months national consultants' inputs will be required. ADB will engage consultants in accordance with the Guidelines on the Use of Consultants (April 2010, as amended from time to time). A consultant firm will be selected according to quality-and cost-based selection (QCBS) procedure. Simplified technical proposals will be requested from shortlisted firms. |
