Consulting Services

The focus of the TA is to assist RCD in (i) improving its business procedure for project management and asset management; (ii) adopting best practices and tools for project planning, design, road asset management, and road safety; and (iii) enhancing its staff's skills through dedicated, structured training on these issues. The scope of the TA will also include assistance in establishing Jharkhand's state engineering academy, which will serve as the vehicle to implement various reform initiatives in a sustainable manner. To provide the envisaged assistance, consultants will be engaged by the Asian Development Bank (ADB) under the TA.

Scope of Services

1. Study on RCD institutions and operational procedures.

2. Develop and recommend RCD institutional and operational improvement measures

3. Draft acts, rules, codes and regulations to implement improvement measures

4. Conduct training needs assessment and development of structured training programs

5. Conduct feasibility study on state engineering academy

6. Design and conduct training for effective TA implementation

The TA will be implemented from June 2011 to June 2012 for 12 months. The TA will require a total of 30 person-month international consulting inputs, and a total of 10 person-month national consulting inputs. The international consulting inputs will be by (i) an institutional development specialist with knowledge and experience in institutional strengthening and organization reforms in the road sector, (10 person-months), (ii) a road asset management specialist (6 person-months), (iii) a contract procurement and administration specialist with knowledge and experience in civil works contracting and quality assurance systems (5 months), (iv) a human resource management specialist with experience in training needs assessment and formulating and implementing training programs for public-sector institutions (5 person-months), (v) a legal specialist with experience in dealing with rules and regulations in public-sector institutions (3 person-months), and (vi) a financial specialist with experiencing in developing financing models for public-sector service institutions (1 person-months). The national consulting inputs will be by (i) a maintenance engineer (4 person-months), (ii) a financial management specialist (3 person-months), and (iii) an IT specialist (3 person-months)

The consultants submit reports and other deliverables as specified below to RCD and ADB. The reports shall be available both in printed copies and in electronic copies.

The consultants will design and conduct a series of seminars and workshops in Ranchi to disseminate the findings from their tasks. All draft reports should be presented at such seminars and workshops.
