India : Advanced Project Preparedness for Poverty Reduction - Rajasthan Urban Development Program (Subproject 22)
The cluster technical assistance (TA) IND-CTA 0003: Advanced Project Preparedness for Poverty Reduction was approved on 31 August 2009 in an amount of $14 million equivalent, under the Government of the United Kingdom's Department for International Development (DFID) and Asian Development Bank's (ADB's) Partnership for India, 2009-2013. A memorandum of understanding between ADB and DFID was signed in November 2009, to be implemented up to 31 December 2013 in two phases. ADB's approval of the cluster TA in 2009 covers only the first phase. The technical assistance (TA 8043-IND) is a subproject under the cluster TA (IND-CTA 003) on Advance Project Preparedness for Poverty Reduction. The TA subproject's impact will be improved and sustainable water supply, sanitation and other urban services in the selected investment program urban local bodies in Rajasthan. The outcome is an agreed-upon design of the Rajasthan Urban Development Program.

Project Rationale and Linkage to Country/Regional Strategy | The second phase was prepared by the India Resident Mission through a major change in scope of the cluster TA. This major change in scope involved an increase in the cluster TA amount by $8 million equivalent allowing for inclusion of new TA subprojects, and extension of the cluster TA completion date to 31 December 2013. The Board approved the major change in scope on 4 October 2011. The proposed project preparatory technical assistance (PPTA) for the Rajasthan Urban Development Program constitutes a part of the new TA subprojects, and is planned for 2011 processing as indicated in the Country Operations Business Plan India 2012-2014. The concerned departments reviewed its project concept paper as part of the resident mission's draft memo on the major change in scope. The cluster TA subproject contact mission fielded in November 2011 confirmed that the State Government of Rajasthan was ready to implement the cluster TA subproject to prepare and finalize the details for the ensuing ADB financial assistance scheduled for processing in 2012-2014. | ||||||||||||

Consulting Services | A consultant firm was selected in accordance with the Guidelines on the Use of Consultants (2010, as amended from time to time) using the quality- and cost-based selection procedure. Full technical proposals were requested from shortlisted firms. For technical and financial evaluation, the weights applied were 80% for technical evaluation and 20% for financial evaluation. The consulting firm mobilized a team of international and national consultants in the areas of urban master planning, water supply, sewerage, drainage improvement, financial and economic analysis, resettlement, environmental and social development, and solid waste management for this subproject TA. |
